Nigeria Sets December Deadline to Boost Oil Production to 2.2 Million bpd

The Chief of Defence Staff (CDS), General Christopher Musa, has directed the Nigerian Army, Air Force, and Navy to raise the country’s crude oil production from the current 1.35 million barrels per day (bpd) to 2.2 million bpd by December 2024.

General Musa gave this mandate while inaugurating the Defence Joint Monitoring Team at the 6 Division of the Nigerian Army Headquarters in Port Harcourt. The team is tasked with working alongside security agencies and stakeholders to curb oil bunkering and ensure the security of Nigeria’s oil infrastructure.

Emphasizing the importance of protecting national assets, Musa warned troops against collusion with saboteurs and promised severe consequences for those compromising the country’s oil resources.

Chairman of the monitoring team, Major General JAL Jimoh, pledged his team’s dedication to achieving the production target.

Borno Flood Displaces 414,000, Death Toll Reaches 30, Over One Million Affected

The devastating flood in Maiduguri, Borno State, has displaced over 414,000 people and claimed at least 30 lives, according to the National Emergency Management Agency (NEMA). The flood, which began after the Alau Dam overflowed due to heavy rains, is the worst Maiduguri has seen in 30 years.

The floodwaters, which submerged 70% of the city, damaged homes, schools, and vital infrastructure, including the palace of the Shehu of Borno and the University of Maiduguri Teaching Hospital. The Sanda Kyarimi Park zoo lost 80% of its animals, while major commercial and worship centers were also affected.

President Bola Tinubu expressed deep concern and ordered immediate rescue operations. Vice President Kashim Shettima visited Maiduguri for an on-site assessment. Borno State Governor, Babagana Zulum, revealed that over one million people were impacted, with N3bn allocated by the Federal Government for relief efforts. Displaced persons are receiving cash distributions and food, while long-term support plans are underway.

Inmates who escaped from the Maiduguri correctional facility, after floodwaters breached the perimeter, remain at large, with authorities working to recapture them.

ASUU Declares Indefinite Strike at Gombe State University Over Unmet Demands

The Academic Staff Union of Universities (ASUU), Gombe State University (GSU) chapter, has embarked on an indefinite strike, citing the Gombe State government’s failure to honor existing agreements.

In a press conference held at the university, ASUU GSU chapter chairman, Suleiman Salihu Jauro, and secretary, Mustapha M. Shehu, explained that the strike stems from the non-implementation of the 2021 Memorandum of Action (MOA), which includes increased funding for the institution, payment of Earned Academic Allowances, and other unmet demands.

The union expressed frustration over the non-payment of promotion arrears from 2020 to 2023, and the failure to fulfill wage adjustments and provide a training fund for academic staff pursuing higher degrees. Despite an agreement to raise the university’s monthly subvention by ₦10 million, the increase was only applied briefly in early 2021.

ASUU also voiced concerns over the introduction of departmental fees due to underfunding, which they argue has added financial pressure on students. The union stressed that their demands are not new but are based on agreements the state government has failed to fulfill. After unsuccessful attempts to resolve the issues through mediation, the union decided to take industrial action.

Subsidy Removal Critical for Investment, Says Tinubu

President Bola Tinubu, represented by Vice President Kashim Shettima, defended his government’s decision to remove petrol subsidies at the 17th Annual Chartered Institute of Bankers of Nigeria (CIBN) Banking and Finance Conference held in Abuja.

Tinubu explained that this move was essential for freeing financial resources to invest in critical infrastructure and services. While the reform might cause short-term economic pain, it is designed to stabilize Nigeria’s macroeconomic environment, reduce inflation, and support infrastructure development.

The Africa Food Systems Forum Annual Summit, which took place in Kigali, Rwanda, from September 2 to 6, 2024, was attended by Governor Umar Namadi of Jigawa State. The summit focused on innovation, acceleration and scaling in a digital and climate-vulnerable world. It aimed to assess progress and reinforce commitments to transform Africa’s food systems.

The food summit is the world’s largest annual summit on agriculture and food systems on the continent. This year, the summit spotlighted the continental agenda on food systems and showcased innovative approaches, solutions, proven business models, best practices, and the latest technologies that could transform agriculture and food systems to ensure food and nutrition security in Africa while creating jobs and opportunities for youth and women.

The five-person delegation from Jigawa led by the Governor consisted of government officials spearheading the government’s efforts in driving the agricultural sector to mechanisation to boost food security and renewable energy, which is in Goal 7 of the Sustainable Development Goals, calling for affordable, reliable, sustainable, and modern energy for all by 2030. The crux of the summit was among the two components in the administration’s 12-point agenda documented as a blueprint for the state’s development.

Jigawa had anticipated the potential benefits that were eventually garnered from the summit. Jigawa, under Governor Namadi, has invested in wheat, hibiscus, sesame, and gum Arabic production and is one of the pivotal states in Nigeria’s journey towards food security and economic prosperity. Last November, the state hosted the National Wheat Development Programme. The federal government cultivated 100,000 hectares of wheat last dry season as part of President Bola Tinubu’s Renewed Hope Agenda.

At the high-level panel discussion on ECOWAS policy frameworks, in which Governor Namadi participated, the panel examined the impact of ECOWAS policies on governance and sustainable agricultural practices.

Also, at the summit, Governor Namadi met with the African Development Bank (AfDB) team, led by Dr. Martin Fregene, Director of Agriculture and Agro-Industry. Their discussions focused on digitalising the agricultural value chain in Jigawa State to enhance the availability of agricultural inputs for smallholder farmers. The AfDB is committed to supporting Jigawa State in developing strategies to leverage ICT and emerging technologies to boost agricultural productivity, reduce costs and waste and improve market access.

Key performance indicators (KPIs) for the plan include enrolling two million farmers in digital databases (e.g., National Identity Number System, Jigawa Agric Information System, Bank Account Number). Mapping and clustering up to three million hectares of farmlands using Geographic Information System (GIS) Issuing Certificates of Occupancy (Digital Farm Passport and Print Certificates) Connecting farmers with essential service providers through a digital marketplace platform.

On Day Three of the Summit, Governor Namadi participated in key discussions on transforming food systems. At a Ministerial Roundtable, he shared insights on his state’s innovative policies to enhance food security and agricultural sustainability. Governor Namadi also attended a joint meeting with the Bill and Melinda Gates Foundation and ECOWAS representatives, focusing on agricultural mechanisation, digitalisation and funding solutions for smallholder farmers.

The governor also interacted with Joseph Nsengimana of the Centre for Innovative Teaching and Learning Director at MasterCard Foundation. The Jigawa team explored ways of expanding partnerships for education transformation, agricultural innovation, youth empowerment, and the development of SMEs in Jigawa state.

“Our focus was on initiatives that will enhance food security, drive digital transformation, uplift education standards, and address the issue of out-of-school children”, Governor Namadi said at the interaction.

On the last day of the summit, Governor Namadi led the Jigawa delegation to visit Rwanda EQUIP, a programme aimed at transforming Rwanda’s education system. Jay Kimmelman, CEO of New Globe, presented findings on learning poverty in Jigawa from a July 2024 study, with plans to implement a similar programme in Jigawa State.

The Governor then held a bilateral meeting with the President and Chairman of  Alliance for a Green Revolution in Africa (AGRA), advocating for Jigawa to be selected as an AGRA state. AGRA leadership expressed strong interest in Jigawa’s agricultural transformation, pledging their support for the governor’s commitment to improving smallholder productivity and modernising agriculture.

He also met Prof. Catherine L. Nakalembe, Director of NASA’s Harvest Programme, to discuss solutions to flooding and drought challenges in Jigawa. She committed to providing technical assistance, including satellite and remote sensing technology, to help with climate-related agricultural issues.

Governor Namadi rounded up his mission by meeting Ms Safi Boly, Executive Director of the African Agricultural Transformation Initiative (AATI), to plan the establishment of an Agric Transformation Office in Jigawa, modelled on similar initiatives in Tanzania and Sierra Leone, with the goal of positioning agriculture as a key driver of economic growth and poverty reduction.

Among the praises the governor garnered were these words from one of the AfDB representatives at the summit: “What is going on here? I took this picture with him and his team at the ongoing Africa Food Systems Forum Summit, Kigali, Republic of Rwanda, September 3, 2024. He is here with his team, selling his vision for his state’s agricultural transformation agenda.

“He informed the audience that Jigawa State could only grow its economy and improve its social development indicators through agriculture! Furthermore, he told us that to arrest youth unemployment and restlessness in Nigeria, we generally need to incentivise and encourage them (youth) to take agriculture as a business. This is what leadership and governance are all about! Governor Umar enjoys my total respect and honour,” said Professor Sule Ochai.

It would have been a missed opportunity for Nigeria if Governor Umar Namadi had not attended the summit, as the state is one of the focal points of reference in driving the nation’s food security efforts

Borno Flood Victims Begin Return as Waters Recede

Residents of Maiduguri, displaced by flooding from the Alau Dam, are starting to return to their homes as the floodwaters gradually recede. Many of the flood victims, who had been sleeping outside, expressed concerns about the damage to their properties and the need to assess their losses.

“We are rushing back to see what is left of our homes and salvage any items we can still use,” said Ali Bana from Gwange ward.

However, not all residents are able to return. Musa Abdullahi from Gomari ward reported that his house remains flooded. “From the look of things, we still have more days to spend outside before we can move back in,” he noted.

A report from the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) revealed that the floods have affected over 239,000 people. Some of those affected have been forced to relocate to the Muna IDP camp, which was already housing more than 50,000 displaced individuals.

Government authorities have evacuated residents from high-risk areas to safer locations. The floods have also caused disruptions in communication, power, and water supply in parts of the town.

DERLIF Advocates for Social Justice Reform at Annual ‘Podium’ Event

The Real Life International Foundation (DERLIF) and stakeholders gathered on Monday for the annual “Podium for Social Justice” event, addressing pressing national social justice issues.

The conference aimed to facilitate discussions and propose solutions to Nigeria’s societal challenges.

In his keynote address, Convener and Director, Ambassador Felix Akpoi, emphasized the platform’s goal: “Enforcing social justice in our immediate society.” He highlighted DERLIF’s motto, “Value for Human Life,” and its reform efforts in prisons, education, gender equality, and religious tolerance.

“The Foundation has been actively involved in promoting social justice, particularly in prisons. We have visited several prisons, including Kuje, Suleja, and Keffi, to provide support and advocate for reform,” Ambassador Akpoi said.

“Our recent book, ‘The Innocent Prisoner,’ sheds light on the plight of wrongly convicted individuals and underscores the need for prison reform.”

Ambassador Akpoi stressed the need to review the Prison Act, citing the importance of decongesting prisons. He commended the Nigerian Police and correctional facilities for improvements but noted lingering trust and corruption issues.

Nigerian Correctional Service Controller General Haliru Nababa, represented by DCG Abolade Benson, lamented the stigmatisation and societal rejection forcing freed inmates to return to facilities.

“The society is not ready to accept them, and this hinders their reintegration,” Nababa said. “We urge Nigerians to embrace ex-convicts and provide opportunities for their rehabilitation.”

Inspector General of Police Kayode Egbetokun, represented by ACP Tino Dangana, appealed for understanding, emphasizing the police’s role in arresting and charging suspects.

“We have improved in protecting suspects’ rights, but there is still a disconnect between law enforcement and the judiciary. The maximum duration a court can grant the police to remand a suspect is two weeks. We urge the public to desist from hounding our men to undertake the task of the court.” Egbetokun said.

President Bola Tinubu and Minister Olubunmi Tunji-Ojo were praised for reviewing the feeding allowance of inmates nationwide to N1,250 per day.

“This development demonstrates the government’s commitment to improving the lives of inmates and promoting social justice,” Ambassador Akpoi said.

Akpoi emphasized the need for collective action to address social justice issues.

“We must work together to create a just and equitable society. We urge Nigerians to join us in this quest for social justice,” he said.

The event, held at the NAF Conference Center in Abuja, brought together dignitaries, including, Ambassador of Belgium, representative of the Nigerian Correctional Service, inspector General of Police respectively, other esteemed stakeholders.

The “Podium for Social Justice” event serves as a catalyst for meaningful discussions and sustainable solutions to Nigeria’s social challenges. DERLIF remains committed to promoting social justice and advocating for reform.

Abure Accused of Misappropriating Campaign Funds by Former Labour Party Treasurer

Oluchi Opara, the former National Treasurer of the Labour Party, has made serious allegations against Julius Abure, the factional chairman of the party. Opara claims that Abure misappropriated campaign funds by transferring money into the accounts of his wife, siblings, staff, and his personal company.

Opara, who previously called for transparency regarding the party’s finances, alleges that Abure forged the signature of the late A.A. Salam, the former national chairman, to access the funds. According to Opara, when Abure took over, the party had no money, but shortly after Salam’s death, Abure withdrew the funds.

In an interview with News Central, Opara stated, “The party’s financial resources were depleted soon after Abure assumed leadership. His actions have been detrimental, and instead of coming clean, he is trying to deflect blame onto others, including Mr. Peter Obi, who significantly contributed to the party’s recent visibility and success.”

Opara also challenged Abure to allow an independent audit of the party’s accounts to verify her claims. She insisted that the Labour Party did indeed have a campaign account, contradicting Abure’s recent statements denying its existence.

She further alleged that Abure had transferred campaign funds into various accounts, including those of his staff, and that these funds were eventually funneled back to him. Opara expressed frustration over what she perceives as an attempt by Abure to distract from these serious allegations.

“The accusations against Abure should be investigated thoroughly. If he is not guilty, let an independent auditor confirm that. It is crucial for the integrity of our party and for transparency in our political process,” Opara concluded.

Court Grants ₦10 Million Bail to Ten #EndBadGovernance Protesters

Justice Emeka Nwite of the Federal High Court in Abuja has granted bail to ten #EndBadGovernance protesters, who were detained on serious charges, including treason. Each protester has been granted bail set at ₦10 million, with the additional requirement of one surety in the same amount.

In his ruling, Justice Nwite underscored the principle of presumption of innocence, affirming that all individuals are presumed innocent until proven guilty. He acknowledged the arguments from the defense counsel, particularly Abubakar Marshall, representing the 1st, 2nd, and 4th defendants.

Despite the gravity of the charges, which include allegations of attempting to overthrow President Tinubu, Justice Nwite decided to grant bail, stating, “I have carefully considered the submissions from both sides. I hereby grant the defendants bail notwithstanding the crime.”

The bail conditions include a sum of ₦10 million each and one surety in a similar amount. Further details will follow.
