NEDC: Group Commends Alkali’s Effort To Develop N’East, Dismiss Corruption Allegations

THE Bloggers and Vloggers, Content Creators Association in Nigeria (BAVCCA), the umbrella body representing digital content creators, Wednesday, declared that cheap black and baseless allegations would not deter the Managing Director, MD, North East Development Commission (NEDC), Mohammed Alkali from his effort to restore the economy and infrastructural development in the North East geopolitical zone.

Speaking and making their position known during a press conference held in Abuja, the National Coordinator, (BAVCCA), Mrs. Oluwaseun Akinloye, said those who ran to the media to publish tonnes of lies against the NEDC boss were sheer mischief makers and sponsored by their paymasters who do not mean well for the conflict-torn region of the country, but are bent to create and orchestrate disaffection and division that would stall the great and passionate work Alkali and his team are doing to transform the region and ensure the lost glory of the region is recovered and restored.

Akinloye further stated that the impact of NEDC led by Alkali is visible for all to see and he has also ensured transparency in the running of the affairs of the Commission since he was appointed the Managing Director, therefore it is a calculated and deliberate attack on his person and office by disgruntled elements.

According to her, based on their findings as professionals who understand misinformation and hate speech, all the allegations were unfounded that were levelled against the NEDC boss by one Coalition of Civil Society Organisations against Corruption in Northern Nigeria (COCSOCINN), also baseless and lacked credible evidence, which also BAVCCA finds the following flaws in their allegations:- Lack of tangible evidence to substantiate the claims of corruption and mismanagement.- Contradictory and inconsistent narratives that undermine the credibility of their petition.- Disregard for due process and the rule of law in demanding the immediate dismissal of the NEDC MD.- Lack of representation and legitimacy of the COCSOCINN to speak on behalf of civil society.- Concerns about ulterior motives and potential political agendas behind the allegations

She said: “The Bloggers and Vloggers, Content Creators Association in Nigeria (BAVCCA), the umbrella body representing digital content creators, respond to the baseless allegations against the Managing Director of the North East Development Commission (NEDC), Mr. Mohammed Goni Alkali.

“We find it necessary to shed light on the remarkable achievements and impactful work of the NEDC under Mr. Alkali’s leadership. We are deeply concerned by the attempts to discredit the efforts of a public servant dedicated to the development and rehabilitation of the North East region.

“Key Achievements under Mr. Alkali’s Stewardship: Reconstruction of critical infrastructure, including roads, bridges, schools, and healthcare facilities; Provision of humanitarian assistance and relief to internally displaced persons and vulnerable communities; Implementation of livelihood support programmes, empowering the region’s residents, especially women, and youth.

“Prioritization of education and healthcare initiatives, including school construction and social support programs; and Promotion of peace, reconciliation, and community-based peace-building efforts.

“BAVCCA, on behalf of the bloggers, vloggers, and content creators, strongly refutes the allegations against Mr. Alkali and the NEDC. We stand in solidarity with the Managing Director and the commission’s staff in their efforts to rebuild and revitalize the North East region.

“We call on all Nigerians, especially the residents of the North East, to reject the malicious campaign and continue supporting the NEDC’s transformative work under Mr. Alkali’s leadership. We urge the government, development partners, and stakeholders to remain steadfast in their commitment to the region’s development and disregard the unfounded claims.”

Meanwhile, the association in conclusion reaffirmed “confidence in the NEDC’s ability to deliver on its mandate and pledges our unwavering support to Mr. Alkali and his team in their pursuit of sustainable development and the upliftment of the North East region.”

“Innovative Lessons from Asia: Ombugadu’s Plan to Elevate Nasarawa”

This truth drives an ambitious new initiative, passionately undertaken by Hon. David Emmanuel Ombugadu, who travelled with a team of interests from Nasarawa State recently on an inspirational three nation journey to Thailand, China and Vietnam in pursuit of knowledge and ideas to transform the lives of the people back home.

The team toured factories, farms, and markets across the three Asian nations to gain first-hand experience of their development models that is fast putting people of that region out of poverty and underdevelopment.

“We are on a mission to acquire knowledge that can be replicated in our state to create jobs, enhance food production, and improve the living standards of our people,” Ombugadu said.

One highlight of the trip was a visit to a massive agricultural facility near Bangkok, where the latest technologies are deployed to achieve high crop yields organically.

“I was amazed by their level of mechanization. If our farmers can adopt such modern methods, it would lead to a boom in production and food security,” noted Ombugadu

The team also toured industrial parks and special economic zones in China, with advanced infrastructure that supports manufacturing enterprises.

“With the right policies and infrastructure, we can also build industrial clusters that will employ thousands of our youth.”

There were also useful lessons on governance from Vietnam’s model of grassroots participation and social welfare policies. “We saw first-hand how the Communist Party engages citizens at the lowest levels. This can inspire more inclusive governance,”

The over one month ten 10 days Asian tour has equipped the delegation with many insights that can now be adapted to local realities. “We will waste no time in implementing policies and projects inspired by this trip within our sectors and control even at the private levels. Certainly, the future is bright for our people,”

The trip, which was inspired by a desire to enhance the lives of the people of Nasarawa State,” said Hon. David Emmanuel Ombugadu in an exclusive interview, was also to gain knowledge and forge partnerships that will uplift our communities through economic empowerment, educational advancement, and improved healthcare.”

Ombugadu highlighted meetings with government officials and business leaders in all three countries as pivotal in shaping a “back to work plan” as a pruvate initiative. “In Thailand, we met with agriculture experts and discovered innovative farming techniques that maximize crop yields. We plan to implement these in Nasarawa state to boost food production,” he said.

The trip to China focused on manufacturing and technology. “We toured factories and met with tech entrepreneurs in Shenzhen. Our goal is to replicate their success by establishing technology hubs and vocational centers through our foundation,” Ombugadu revealed.

Healthcare was the emphasis in Vietnam. “We were impressed by their community-based preventative care model. “we adapt this to provide quality, affordable healthcare access points across the state in line with our current enrolment of people under National Health Insurance plan,” the PDP leader explained.

Ombugadu described the trip as an eye-opening learning experience. “By benchmarking global best practices in agriculture, manufacturing, technology, and healthcare, we can eventually develop policies and programs that create jobs and opportunities for the people,” he said.

The former 2023 PDP governorship candidate explained that “This blueprint paves an ambitious yet achievable path towards economic prosperity. The knowledge gained will help us implement solutions that improve lives. “Our trip proves that by working together, we can build a brighter future for Nasarawa State.”

He said the primary objectives of the trips were to explore opportunities for agricultural mechanization, establish partnerships for agricultural diversification and value addition, Investigate sustainable development practices and environmental conservation techniques.

Ombugadu and his team also highlighted key findings and potential benefits for empowerment through agricultural mechanization and self reliance.

He further explained that the secret behind Vietnamese agricultural mechanization strategy rested on its significant strides in agricultural mechanization, particularly in rice production. “The rate of mechanization for land preparation is 80%, and for rice threshing and harvesting, is 50%.

“The Vietnamese government has implemented policies to support agricultural mechanization, such as the “Build New Rural” program, which could serve as a model for Nasarawa State.”

At a live event, Ombugadu stated that the event showcased advanced agricultural machinery and technologies, including laser-controlled land levelling, mechanized direct seeding, and drones for fertilizer and pesticide application

“These technologies can be adapted to Nasarawa State to improve agricultural productivity and efficiency thereby
empowering close to or more than 20,000 Nasarawa farmers through a policy of subsidisation of power tilling tools, mini tractors, as well as implementing agricultural best practices ro achieve technology transfer.”

According to the PDP candidate China-ASEAN Agricultural Cooperation has established agricultural experimental stations in the Association of South East Asian Nations (ASEAN), including Vietnam, to improve cultivation efficiency and promote sustainable practices.

He added that collaborating with these institutions and sectors could facilitate the transfer to enhance local traditional agricultural practices.

In interms of Agricultural Diversification and Value Addition, Ombugadu said Thailand-Vietnam Agriculture have a history of successful agricultural collaboration, particularly in rice production and export, noting that establishing similar bilateral partnerships could help Nasarawa State diversify its agricultural output and improve value addition processes.

“China has developed advanced techniques in seedling breeding, water and fertilizer management, and pest control, which have been successfully implemented in ASEAN countries.”

“Adopting these techniques in Nasarawa State could lead to higher crop yields and better quality produce.”

In terms of sustainable development and environmental conservation, Ombugadu is of the opinion that renewable energy could be the solutions with Vietnam’s focus on smart and environmentally friendly technologies, such as efficient irrigation systems and renewable energy solutions, aligns with the goals of the “Back to Work Plan.”

Implementing these solutions in Nasarawa State, he said, could provide sustainable energy sources for agricultural operations in rural communities.

He added that the use of efficient water management and irrigation systems demonstrated in Vietnam can address water scarcity challenges anywhere it is located with emphasis on agroforestry and soil conservation saying China’s emphasis on sustainable and resilient agriculture, including agroforestry and soil conservation techniques, can be replicated in Nasarawa State to restore degraded lands and promote sustainable land management.

Enhancing healthcare access through NHIS, building on our previous success, he said would foster partnerships with corporations and organisations, promoting investments and job creation for youth and women.

He said his blueprint will serve as a roadmap for translating international engagements into tangible and transformative initiatives that will drive economic growth, food security, and sustainable development in the private and community sectors locally.

Coalition Chides Group Over ‘Unfounded’ Allegations Against NEDC MD

The Coalition of Civil Society Organisations in Nigeria (COCSON) has come out in strong support of the Managing Director of the North East Development Commission (NEDC), Dr. Mohammed Goni Alkali, dismissing allegations of corruption and mismanagement leveled against him by a group called the Coalition of Civil Society Organisations against Corruption in Northern Nigeria (COCSOCINN).

In a statement, by Comrade Tijani Ali Danjuma, its National Spokesperson,
COCSON described the allegations as “baseless, unfounded, and part of a coordinated campaign to discredit the remarkable achievements of the NEDC under Mr. Alkali’s leadership.”

Danjuma accused COCSOCINN of being a “faceless group” saying that despite laying claims to be a “Coalition of Civil Society Organisations against Corruption in Northern Nigeria,” it “has not been able to provide any credible evidence of its existence, let alone its legitimacy to represent the interests of civil society in the region.”

The COCSON spokesman said since his appointment as the Managing Director of the NEDC in 2019, Mr. Mohammed Goni Alkali has demonstrated an unwavering commitment to the commission’s mandate of rebuilding and revitalizing the North East region.

According to him, “Under his visionary leadership, the NEDC has embarked on a series of impactful projects and initiatives that have directly improved the lives of millions of people affected by the Boko Haram insurgency.”

Danjuma listed some of the achievements to include reconstruction and rehabilitation of critical infrastructure, provision of Humanitarian Assistance and Livelihood Support, investment in Human Capital Development, promotion of Peace, Reconciliation, and Social Cohesion:

The group praised Alkali’s “transparent and impactful leadership” and highlighted the NEDC’s achievements in rebuilding and revitalizing the North East region.

COCSON also pointed out the flaws in the allegations made by COCSOCINN, including a lack of credible evidence, inconsistencies, and contradictions.

The statement explained further, ” COCSOCINN has failed to provide any tangible evidence to substantiate their allegations of corruption and mismanagement within the NEDC. Their claims are largely based on hearsay, unsubstantiated allegations, and the biased accounts of a single individual, Reverend Kallamu Musa Ali Dikwa, who has a history of making unverified accusations against public officials.

“Inconsistencies and Contradictions:
The COCSOCINN’s petition is riddled with inconsistencies and contradictions. For instance, they claim that the Vice President, Kashim Shettima, allegedly withdrew N13 billion from the NEDC, yet they simultaneously allege that the Managing Director, Mr. Alkali, is responsible for the misappropriation of these funds. This clear contradiction undermines the credibility of their allegations.

He said COCSON, as the umbrella body of civil society organizations in Nigeria, has not been consulted or involved in the activities of this so-called coalition.”

China makes big strides in opening up service sector

China has introduced a range of pragmatic policies to expand the opening up of the service sector, which have been widely welcomed.

On the morning of May 24, the Bahamian cruise ship “Mediterranean” docked at Tianjin International Cruise Home Port in north China’s Tianjin municipality. Nearly 800 foreign tourists on the ship entered China via the port without filling out entry card or having passport stamps.

It is reported that China enforced a policy allowing visa-free entry of foreign tourist groups aboard cruise ships via cruise ship ports along the country’s coastline.

Tourist groups each consisting of two foreigners or more, and organized or received by Chinese travel agencies, can enter China visa-free on board cruise ships via the cruise ports in 13 Chinese cities.

Apart from the cruise tourism market, cross-border tourism has also been thriving this year.

Statistics showed that during the May Day holiday of 2024, China recorded 3.67 million inbound and outbound tourist trips, including 1.77 inbound trips and 1.89 outbound trips. In 2023, China saw its outbound passenger trips exceed 87 million, and this figure is projected to reach 130 million in 2024, according to a paper published by the China Tourism Academy.

The “two-way flow” of tourists is inseparable from a package of high-level opening-up policies released by China. For a period of time, China has been continuously expanding its visa-free “circle of friends” to better facilitate visiting foreign nationals.

“The visa-free policy is a mutually beneficial measure for China and the global tourism market. More and more countries are granting visa-free access to China, and the economic benefits brought by Chinese tourists can effectively promote the development of local tourism markets. At the same time, the expanding visa-free ‘circle of friends’ also provides more convenience for foreigners coming to China,” said Wang Yalei, an industry analyst with the Ctrip Research Institute.

Currently, the service sector has become a main growth driver for the global economy. Last year, the added value of China’s service sector accounted for 54.6 percent of the country’s GDP. In the first quarter of this year, China’s services trade grew rapidly, with the total imports and exports of services exceeding 1.81 trillion yuan ($2497.96 billion), up 14.7 percent year on year.

To expand the opening up of the service sector, China has managed to facilitate the flow of production factors, continuously improving the convenience for foreigners to work, study and travel in China.

The Chengdu Research Base of Giant Panda Breeding in southwest China’s Sichuan province is a popular spot for foreign tourists visiting China. At the gift store of the base, an American tourist surnamed John bought a panda plush toy within just a few seconds, using his overseas bank card.

Payment is important for foreigners working, studying and traveling in China. This March, China’s State Council released a guideline to improve payment services for foreigners, promoting the establishment of necessary software and hardware facilities for accepting foreign bank cards, and advancing the development of contactless payment in a coordinated manner.

China has taken multiple measures to provide convenience for foreigners to work, live and travel in China.

China’s Ministry of Commerce recently compiled A Guide to Working and Living in China as Business Expatriates, covering matters such as residence registration, bank card, social insurance, and transportation.

China’s Ministry of Transport is expediting the popularization of online ticket sales, promoting the application of electronic tickets, and making it convenient for domestic and foreign individuals to purchase tickets online using identity cards, passports, and permanent residence cards for foreigners.

China is pushing for comprehensive opening up of manufacturing and service sectors in a coordinated manner. At the opening ceremony of the third Belt and Road Forum for International Cooperation, it proposed to remove all restrictions on foreign investment access in the manufacturing sector. According to the Report on the Work of the Government this year, all market access restrictions on foreign investment in manufacturing will be abolished, and market access restrictions in services sectors, such as telecommunications and healthcare, will be reduced.

This year, in response to the institutional and systemic barriers faced by the service sector in areas such as market access and industry regulation, China has expanded institutional opening up and pushed forward management system reforms to align with high-standard international economic and trade rules.

The General Office of the State Council has issued an action plan to steadily promote high-level opening up and make greater efforts to attract and utilize foreign investment, making a series of deployments for expanding the opening up of the service sector, such as continuously promoting the opening up of the telecommunications and healthcare sectors and allowing wider participation by foreign financial institutions in banking and insurance.

The Ministry of Commerce has rolled out national and pilot free trade zone (FTZ) versions of negative lists for cross-border trade in services to boost opening up.

“The two negative lists uniformly manage market access for cross-border services trade, effectively enhancing the transparency and predictability of cross-border services trade management. This is a major reform of China’s services trade management system,” an official with the ministry noted.

United States seriously threatens, hinders healthy development of world human rights cause

China’s State Council Information Office on May 29 released a report on human rights violations in the United States in 2023, revealing the deteriorating human rights situation in the United States with facts and figures.

The report says that civil and political rights have become empty talk in the United States, where there are the chronic disease of racism, growing economic and social inequality, persistent violations of the rights of women and children, and heart-wrenching struggles of undocumented migrants. Besides, American hegemony has created humanitarian crises.

Various human rights problems in the United States not only turned its own human rights essentially into a privilege enjoyed only by a few, but also seriously threatened and hindered the healthy development of the world human rights cause.

Facts provide the most accurate depiction of a country’s human rights situation. When evaluating a country’s human rights record, actions speak louder than words.

Approximately 43,000 people were killed by gun violence in the United States in 2023, averaging 117 deaths per day, and at least 1,247 deaths were attributed to police violence. Ethnic minorities in the United States face systematic, persistent and comprehensive racial discrimination. The gap between rich and poor in the United States has reached its worst level since the Great Depression of 1929. Women and children’s rights in the United States have long been systematically violated, with constitutional provisions for gender equality remaining absent.

Facts have fully proved that human rights are becoming increasingly polarized in the United States. The U.S. Department of State recently released so-called 2023 Country Reports on Human Rights Practices, criticizing and making unfounded claims about the human rights situation in nearly 200 countries and regions worldwide, while saying nothing about the United States itself. This is just another case of double standard. The hegemonic, domineering and bullying nature of the United States and its selfishness and hypocrisy are on clear display.

The U.S. politics has been plagued by political polarization and partisan fights, which seriously threatens human rights in the United States.

American scholar Francis Fukuyama said in an article that when a society’s institutions fail to adapt to changing circumstances, sclerosis follows.

Political polarization in the United States is becoming increasingly severe, with issues such as gun control, abortion rights, immigration, and women’s rights becoming bargaining chips in the fierce battles between the two parties.

The constant farces of vetocracy have hindered the U.S. government from effectively safeguarding human rights, leaving the American people deeply disappointed.

According to U.S. research and survey institutions, the U.S. public trust in government has been near historical lows and stood at 16 percent in 2023. From January to December 2023, at most 81 percent and at least 76 percent of Americans expressed dissatisfaction with the way things are going in the country. Besides, 76 percent of Americans believe the country is headed in the wrong direction. American democracy, which favors shows over effectiveness and disregards human rights, will inevitably lose its credibility.

Why is the United States, which has long claimed to be a “human rights defender,” unable to bridge its own human rights deficit? A poll by the Pew Research Center well answers this question. According to the organization, 65 percent of the U.S. citizens say most political candidates run for office “to serve their own personal interests.”

American politicians prioritize the interests of parties, constituencies, interest groups, and their own over national and public interests, even going so far as to tear the society apart. They certainly do not care about the human rights of ordinary citizens.

For decades, the United States has pursued hegemony, unilateralism, and power politics, and abused force and unilateral sanctions, causing serious humanitarian consequences.

A research report released in May 2023 by Brown University’s “Costs of War” project website reveals that in the theaters of war where the United States conducted overseas “counter-terrorism” operations following the 9/11 attacks, the total death toll ranges from at least 4.5 to 4.7 million people.

Extensive “proxy forces” operations by the United States undermine social stability and violate the human rights of other nations. Continuous delivery of weapons such as cluster munitions to other countries exacerbates regional tensions and armed conflicts, resulting in a large number of civilian casualties and severe humanitarian crises.

The United States’ disregard for the tens of thousands of civilian casualties in Gaza and its repeated vetoing of the United Nations Security Council’s efforts to push for an immediate ceasefire in Gaza is a clear demonstration of the country’s disregard for human rights and its trampling upon them.

The hypocrisy of the United States seeking hegemony under the disguise of protecting human rights has long been laid bare.

The country should seriously examine the fundamental defects and malpractices of its own political system, and safeguard human rights in a practical manner, rather than continuing pointing fingers at other countries as a “human rights lecturer,” while turning a blind eye to its own dismal human rights record.

It should stop interfering in other country’s internal affairs, stop infringing on the human rights of other countries, and stop exporting conflicts and turmoil.

It has developed from a company initially staffed with two or three employees to a high-tech pioneer drawing nearly 300 million yuan in funding and hiring nearly 200 employees, turning from a research-focused organization publishing papers in prestigious journals like Nature to a manufacturer that sells products globally.

This remarkable progress would not have been possible without the supportive innovation ecosystem fostered by the Guangming Science City.

Luo Xiaozhou, co-founder of Synceres Biosciences, showed People’s Daily reporters around at the Industrial Innovation Center for Engineering Biology (hereafter referred to as the “Innovation Center”), which was co-established by the People’s Government of Guangming District of Shenzhen and the Shenzhen Institute of Advanced Technology (SIAT) of the Chinese Academy of Sciences (CAS). It helps build the Guangming Science City into a national synthetic biology industry hub, also where Luo’s company is located.

He explained that the Innovation Center enables startups not only to undertake basic research but also to commercialize their findings into actual products. Furthermore, he added, there is an industrialization park nearby where companies can scale up to mass production.

“A complete innovation chain is our greatest strength,” he told People’s Daily.

As a pilot zone for the comprehensive national science center in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), the Guangming Science City aims to build itself into a source of original innovation in basic research and a test bed for efficient commercialization of technologies.

Based on major scientific and technological innovation facilities and institutions, the Guangming Science City has established engineering and technological innovation centers, and built a model of “fostering innovation upstairs and nurturing entrepreneurship downstairs” in the Innovation Center that serves enterprises from scientific research to industrial application.

On the first floor of the Innovation Center, the latest products developed by synthetic biology enterprises are exhibited, including Synceres Biosciences, Bontac Bio-engineering, and Cytorola Biomedical.

Luo Wei, a researcher with the Shenzhen Institute of Synthetic Biology (iSynBio), a scientific research institute led by SIAT, told People’s Daily that researchers gather here for originalinnovations, striving to achieve breakthroughs in core technologies in key fields of the synthetic biology industry.

Besides, business incubators also cluster here for engineering development and pilot-scale commercialization of the original innovations, thus driving the industrial application of scientific and technological achievements, Luo Wei added.

“With researchers and companies working side-by-side, a single creative spark could ignite a new idea, and commercialization bottlenecks could be cleared, which greatly shortens the cycle for converting research into viable products,” said Luo Wei.

Luo Xiaozhou, apart from being a researcher at the iSynBio of SIAT, is also an entrepreneur at the Innovation Center. Through an equity investment model, the SIAT can transfer its research achievements to Synceres Biosciences. They have also established a joint lab, sharing research resources and talent to promote the deep integration of the innovation, industrial, capital, and talent chains.

Last November, a major scientific and technological infrastructure for synthetic biology research was launched in the Guangming Science City, providing further momentum for enterprises here. The new products launched by Synceres Biosciences this year were exactly developed with its support.

To promote the development of the synthetic biology industry, the Guangming Science City has rolled out targeted policies, set up a special fund to support industry development, built specialized industrial parks, and established a relatively complete industrial ecosystem. Thanks to these efforts, the local synthetic biology industry has rapidly developed into a cluster of over 90 companies with a total value reaching 27 billion yuan in just a few years.

In the Guangming Science City, the development model of “fostering innovation upstairs and nurturing entrepreneurship downstairs” is being vigorously promoted, which is based on the 24 major scientific and technological innovation facilities and institutions established there, including a major scientific and technological infrastructure for brain analysis and brain simulation, a materials genome facility, and the Shenzhen Medical Academy of Research and Translation. This model is evolving into various innovative ecosystems tailored to local conditions.

Leveraging the major scientific and technological infrastructure for brain analysis and simulation, a team led by researcher Wei Pengfei with the Brain Cognition and Brain Disease Institute of SIAT has developed mature technologies in non-invasive brain-computer interface (BCI) devices. These technologies have been invested in Shenzhen Zhongkehuayi Technology Co., Ltd., or Neuroplus, which was initially set up at the Shenzhen Guangming Industrial Innovation Center for Brain Science and Technology.

“High-level scientific research and clinical research institutions, upstream and downstream enterprises, as well as professional investment and financing institutions are clustered here, forming an innovative brain science alliance. Researchers and entrepreneurs have become ‘next-door neighbors’, helping startups grow rapidly,” said Wei.

According to Wei, Neuroplus has “graduated” from the Shenzhen Guangming Industrial Innovation Center for Brain Science and Technology and moved to another brain science and brain-inspired intelligence industrial park.

So far, the SIAT has incubated 14 companies related to brain science with a total value exceeding 2.2 billion yuan.

“While driving the industrial application of technologies, Guangdong province has taken a forward-looking approach to developing biological manufacturing. We have established world-leading scientific and technological infrastructure for synthetic biology and created an innovative service platform for biological manufacturing. In the past three years, half of Chinese synthetic biology companies have settled in Guangdong,” said an official with the Guangdong Provincial Development and Reform Commission.

SCO strengthening youth development for better future

The Shanghai Cooperation Organization (SCO) carries forward the spirit of good-neighborliness, and advances equality, mutual learning, dialogue and inclusiveness between civilizations.

It calls for peaceful coexistence and harmonious development of different civilizations, and expands people-to-people and cultural cooperation. It has enhanced the popular support for state-to-state relations.

In recent years, the SCO has built sound platforms for youth exchanges to deepen mutual understanding among the younger generation and bring them closer together. The development of the SCO is highlighted by the constantly strengthened friendly exchanges among the youth of SCO member states.

Ilya Kryzhevich, a journalist with Belarus Today, has been reporting on the Chinese economy for nine years. He told People’s Daily that he goes to the Great Stone China-Belarus Industrial Park, a landmark Belt and Road cooperation project, for interviews almost every month.

“Drastic changes are taking place there. We sometimes joke that you’ll never enter the same China-Belarus Industrial Park twice,” Ilya Kryzhevich said.

He noted that young people in Belarus have benefited very much from the Belt and Road Initiative (BRI). “Many innovative enterprises in the medical industry from China have entered the Belarusian market, providing immense job opportunities for young Belarusians. Besides, many young people in Belarus have established innovative sci-tech firms in the industrial park,” he added.

Connectivity is key to Belt and Road cooperation. Islom Okhunov, head of the Division for the Development of International Cooperation and Ratings of the Ministry of Youth Policy and Sports of Uzbekistan, said that the construction of the highway network among Central Asian countries has made constant progress thanks to the development of the Silk Road Economic Belt, turning Uzbekistan from a landlocked country to a land-linked one.

“This has connected my hometown to the sea and ports. I’m looking forward to the early operation of the China-Kyrgyzstan-Uzbekistan railway,” he told People’s Daily.

From the release of the Declaration of the SCO Youth Council to the establishment of an SCO exchange base for young entrepreneurs, and from hosting the SCO Youth Campus to the solid progress made by the China-Russia Youth Entrepreneurship Incubator, the SCO is advancing youth development in an orderly manner.

Last year, an SCO forum on youth development was hosted at the Qingdao SCODA Pearl International Expo Center in the China-SCO Local Economic and Trade Cooperation Demonstration Area (SCODA), east China’s Shandong province, where youth representatives from SCO member states shared the experience and cases of youth development in their respective countries, renewing friendship and seeking for a better future through a collision of ideas. 

Nikolai Zhdanov, a youth representative from Russia, has been involved in the youth work of the SCO since 2020. He believes that youth development has become an increasingly important topic for SCO member states.

“Youth exchanges are vital for maintaining good-neighborliness and friendly cooperation among SCO member states. During this event, I had the opportunity to communicate with young people from countries such as Belarus, Kazakhstan, Tajikistan, and Uzbekistan, and we agreed to launch many bilateral and multilateral youth exchange programs,” Zhdanov said.

“This is Geely, and that is BYD.” On a street in Qingdao, Taalaybek Dayirbekov, chairman of the Youth Public Council of Kyrgyzstan, effortlessly named the Chinese car brands as new energy vehicles (NEVs) passed by.

“In Bishkek, an increasing number of Chinese NEVs are running on the streets, which help alleviate air pollution and improve the urban environment. The BRI not only brings economic benefits but also improves the life quality for the people in partner countries,” Dayirbekov noted.

Jehangir Mushtaq, assistant director at the Prime Minister’s Office of Pakistan, hopes that the youth exchanges and cooperation among SCO member states can enable young people to better participate in public policymaking, access quality and equitable education, and enhance digital skills.

“With over 800 million young people living in SCO member states, pursuing better youth development is crucial for the future of the organization,” Mushtaq said.

Shapkat Wushur, secretary of the Secretariat of the Communist Youth League of China (CYLC) Central Committee and vice president of the All-China Youth Federation said that the development of the SCO fully demonstrates the guiding role of the “Shanghai Spirit” and the cohesion of true multilateralism.

In response to development challenges, the world is expecting young people to take on responsibilities, thus making youth development more important, he added.

He called on countries to further build consensus, strengthen cooperation, innovate youth development concepts, working methods, and cooperation mechanisms, and jointly lead the international agenda for youth development, so as to foster new growth drivers for global development.

Asue Ighodalo: The True Edo Pikin with progressive vision

There is no gainsaying the fact that the emergence of Dr. Asue Ighodalo as the People’s Democratic Party (PDP) candidate in Edo State has sent chills down the spine of the opposition parties in the state ahead of the much-awaited 2024 gubernatorial election.

After several failed attempts by political rivals to find a point of criticism in his candidature for the exalted seat of governor of Edo State, Dr. Ighodalo has continued to shine as the true, most distinguished and illustrious son of the soil in whom all Edolites are well pleased. This explains why the entire state is queuing behind him as the best person to steer its affairs in the direction of sustainable development.

Dr. Asue Ighodalo is making a strong impression as the candidate of the ruling and dominant political party as the next governor of Edo State. This he has done by showcasing his extensive background, love for the state, and successful track record. In addition, sustainable economic growth, better infrastructure, high-quality healthcare, and expanded educational opportunities for all residents are all part of his vision for Edo State. His goals put a high priority on developing the agricultural sector, creating jobs, and using Edo State’s wealth of natural resources to promote independence and draw in outside capital.

Political opponents of Dr. Asue Ighodalo may try to portray him as unfamiliar, but the reality is that he has proven strong ties within Edo State. His upbringing, education, career achievements, and strong political participation places him above others as a classic son of the state.

His emergence as the PDP’s candidate for governorship of Edo State in 2024 also indicates the party’s confidence in his capacity to steer the state towards development and prosperity. Edo State has more to look forward to under the direction of a seasoned leader with Dr. Ighodalo at the helm.

ON THE ALLEGATION BY CHIDI ODINKALU THAT THE FEDERAL HIGH COURT UNDER THE CHIEF JUDGE HAS BECOME LIKE PRIVATE BEDROOM OF WIKE

In a recent post on his official X (formerly Twitter) account, Professor Chidi Anselm Odinkalu, a former chairman of the National Human Rights Commission, had insinuated that the Chief Judge of the Federal High Court had become a tool in the hands of the Minister of the Federal Capital Territory, Nyesom Wike, in the on-going political conflict with the latter’s successor, Governor Fubara of Rivers State.

The post by Prof. Odinkalu was in connection with the political crises in Rivers State generated by the 27 assembly member who defected to the All progressives’ Congress (APC), and the litigations which ensued from the actions of the lawmakers which have been widely reported by the media in recent times.

From the tone of the reported post, Prof. Odinkalu concluded that the Chief Judge of the Federal High Court who sits in Abuja had pitched sides with Wike to determine the judicial outcomes of the cases instituted, and currently being heard by judges in Port Harcourt.

Perhaps, Professor Odinkalu is privy to some information he is unwilling to share with the public, who know that being the Chief Judge of the Federal High Court does not thereby amount to undertaking the judicial duties of each and every judge of the Federal High Court spread throughout the country.

It is common knowledge that every judge, including judges of the Federal High Court act independently in the discharge of his/her judicial office without recourse to the chief judge who is merely a primus inter pares in relation to his fellow judicial officers, and therefore lacks the powers to act as lord over them to guide or determine their decisions. The Chief Judge of the Federal High Court only acts in his capacity as the administrative head of that court without being responsible for the day-to-day decisions of the individual judges.

In the case of Rivers State for instance, there is an administrative judge in charge of the Port Harcourt division of the Federal High Court who is responsible for the assignment of cases to judges in the division. Even the administrative judge is himself not responsible for the decisions of any judge in the division, as each act independently and is responsible for his decisions.

With regard to the insinuation of Prof Odinkalu that the Chief Judge has become a tool in the hands of Wike, one would think that such weighty allegations coming from such a respected member of the Bar should have been directed, with the attendant facts, to the appropriate judicial disciplinary body for investigation and sanction. Even if Prof Odinkalu’s has no faith in the disciplinary powers of the judiciary to mete out sanction in deserving cases, nothing stops him from placing the bare and hard facts at the disposal of the public for record purposes, and for the public to judge for itself.

It is disheartening that it has become the trend that judges have become the objects of attack from some persons, including Prof Odinkalu, who sadly ought to know that by virtue of the judicial office that they occupy, judges cannot join issues with individuals in defending themselves in the event of such attacks.

In any case, the view here is that such unfounded allegations by Prof. Odinkalu are unethical and could amount to professional misconduct.

The legal matters in which he is insinuating the bias of the Chief Judge are pending cases awaiting hearing and determination. By the principle of sub judice, it is prudent that Prof. Odinkalu should be very cautious in his statements on those live and sensitive matters without trying to colour the mind of the courts. If he had felt so strongly as to the bias of the Chief Judge or any judge for that matter, the avenue to vent his views is certainly not the social media without himself having not heard from both sides.

For the avoidance of doubt, it is on record that the Chief Judge of the Federal High Court has never assigned or handled any of the cases involving the parties in Rivers State. Indeed, no such matters have been filed in the Abuja division of the Court, nor any ex parte order granted to support either of the parties, especially the so- called ‘pro – Wike faction.’
