Chinese SMEs shine on international stage

As Chinese elements caught eyes at the just-concluded 2022 FIFA World Cup held in Qatar, a good number of brands owned by China’s small and medium-sized enterprises (SMEs) drew wide attention for their contributions to major venues of the world-class sporting event.

Among these SMEs, Avant Sports Industrial Co., Ltd., a sports facility provider based in Shenzhen, south China’s Guangdong province, provided bleacher seats for stadiums where the World Cup matches were staged. The seats are not only retractable, but also can be moved and disassembled as a whole.

Jiangsu Fute Lighting Group Co., Ltd. a lighting equipment supplier in Yangzhou city, east China’s Jiangsu province, provided the Qatar World Cup venues with road lamps that integrate multiple functions and can serve as lamps, charging piles, and 5G base stations and can be used to monitor the environment.

China Green Container Co., Ltd., a container house manufacturer in Guangdong province, provided 2,000 container hotels for the Qatar World Cup. Each of the container hotels can be assembled by four workers in four hours.

Jiangsu Tianhong Science and Technology Industrial Park Co.,Ltd., a company engaging in the manufacturing, processing, and sale of metal and non-metallic materials in Suqian, Jiangsu province, won the bid to provide highly flame-retardant aluminum plastic plates for Al Janoub Stadium, one of the venues for the Qatar World Cup.

The products of these Chinese SMEs, which boast high quality and the integration of sci-tech achievements, have presented a new image of Chinese manufacturing.

SMEs constitute a large part of a country’s manufacturing capacity. Featuring a huge number and wide involvement in various industries, SMEs exist in different segments of industrial chains. If SMEs can develop unique competitive advantages, they can not only enjoy continuous popularity on markets, but become “hidden champions” with great competitiveness in their respective industries and play a greater role in industrial upgrading by improving the short slabs of industries.

Chinese SMEs’ outstanding performance at the Qatar World Cup is believed to be the epitome of the continuous improvement and upgrading of the country’s manufacturing sector.

Industrial upgrading can be a daunting and complex task. In particular, SMEs, which often have limited resources and capital and lack experience in risk prevention, need the help to realize transformation and upgrading. 

In an effort to improve the SMEs’weak links, various authorities across China have continuously adopted innovative measures. From releasing a to-do list for solving problems hindering the development of enterprises that use special and sophisticated technologies to produce novel and unique products, rolling out measures to improve the competitiveness of SMEs, to implementing an interim system for the cultivation and management of high-quality SMEs, China has vigorously supported the growth of SMEs and improved their growth environment to help them grow into industry leaders with unique competitive advantages.

SMEs are more motivated to sharpen their strengths, as they are willing to invest and bear hardships.

Shenzhen Moldbao Technology Co., Ltd., a company based in Shenzhen that specializes in digital services related to molds and precision parts and components, has helped more than 50 percent of the core enterprises in China’s electronic information industry innovate products.

“Molds are referred to as the ‘mother of industry’ in the manufacturing sector. We have spent 20 years building a database with a cumulative total of more than one million pieces of information about precision manufacturing processes, solving problems concerning the manufacturing of molds, including low output, slow delivery, and heavy reliance on manpower,” said Cheng Yafei, founder and CEO of the company.

XGimi Technology Co., Ltd., a smart projector provider based in Chengdu, capital of southwest China’s Sichuan province, has become a leading company in China’s smart projector industry after nearly 10 years of continuous efforts in research and development.

Guangzhou MINO Equipment Co., Ltd., a high-tech enterprise in Guangzhou, capital of Guangdong province, has persevered in pursuing technological breakthroughs even in the face of a shortage of funds. Eventually, the company has become one of the top-ranked suppliers of intelligent manufacturing solutions for automobile enterprises.

As of the end of 2021, China had 4,762 national-level”little giant” companies, or leading SMEs that specialize in niche sectors, command a high market share, and boast a strong innovative capacity and core technologies.

More than 50 percent of these companies invest over 10 million yuan ($1.43 million) in research and development a year; more than 70 percent of them have over 10 years of experience in their respective industries; and the research and development spending intensity in more than 80 percent of them has reached 10.3 percent.

It is with incredible firm resolve and ambition that SMEs in China have achieved breakthroughs and won the recognition of markets.

China is home to more than 48 million companies. Among them, more than 99 percent are SMEs, which are the backbone force of the country’s manufacturing sector.

It’s believed that the joint efforts of the government and enterprises will give a strong boost to the high-quality development of the country’s manufacturing sector and help more Chinese brands stand out from their competitors on the international stage.

Coalition Takes ‘Emefile Must Go’ Protest To Presidential Villa

The Coalition Against Corrupt Leaders in Nigeria (CACLN), on Thursday, held a peaceful protest to the Presidential Villa demanding for Godwin Emefiele’s dismissal as Central Bank of Nigeria Governor.

The protesters lamented Emefiele’s policy summersaults and inconsistencies that have hurt the country’s economy in unimaginable ways and made it a laughing stock in the comity of nations.

They also bemoaned Emefiele’s foray into partisan politics, expending billions from the CBN’s vaults to achieve his selfish interest.

A statement by the convener, Dauda Yakubu, described the CBN governor as an economic saboteur without the moral right and strength of character to superintend over the affairs of the Central Bank of Nigeria.

He added that the naira redesign and withdrawal limits was the straw that broke the camel’s back.

“We know that the CBN governor introduced the naira redesign as a medium to cover up for some of the anomalies he perpetuated in office. Consequently, several billions of naira were expended for changing the colour of some naira denominations,” he said.

“Godwin Emefiele is an economic saboteur that should be arrested and prosecuted for fraud, diversion of government funds, perpetuating unwholesome practices in the Forex management in the country and other acts too numerous to mention.

“The recent revelations regarding the stamp duties account indeed bring to the fore why Godwin Emefiele must be relieved of his appointment as the Governor of the Central Bank of Nigeria.

“He lacks the moral right and strength of character to superintend over the affairs of the Central Bank of Nigeria. He is morally bankrupt and on the verge of plunging the country into an unimaginable economic crisis. His voodoo economic policies have brought woes and untold hardship to the country. Nigeria cannot afford to have the likes of Godwin Emefiele occupy any position of authority in the country, talk more of staying in office as the Central Bank Governor.

“Godwin Emefiele has bled the country through his nefarious activities that date back to the Goodluck Jonathan era, where he superintended over shady deals that almost crippled the country’s economy.

“In the struggle against corrupt and incompetent leaders in Nigeria, my comrades, we stand united to ensure that Godwin Emefiele is relieved of his appointment as Governor of the Central Bank of Nigeria.
We are aware of many unanswered questions concerning what happened to monies realized through the federal government stamp duty fees. We are also aware that there are spirited efforts by Godwin Emefiele and his goons to kill the agitation in the media, with hundreds of millions of naira earmarked for that purpose.”

They, therefore, demanded that Godwin Emefiele be relieved of his appointment, investigated and made to face the full wrath of the law for “causing so much harm to the economy of Nigeria through the implementation of dubious and abracadabra policies that favour him, his cronies and his political patrons”.

Yakubu added: “We are calling on the President and Commander-in-Chief to wield the big stick and save the country from further disintegration as a result of the ignoble activities of Godwin Emefiele at the Central Bank of Nigeria.

“We also call on the security agencies to launch a full-scale investigation into the operations of the Central Bank of Nigeria from 2014 to date to unravel the rot in the system. Nigeria deserves better leaders to actualize our hopes and aspirations.”

Terrorism Financing: CSOs Fume Over Attempt To Frame Emefiele, Caution DSS

Civil Society Organizations, CSOs, under the aegis of Coalition of Civil Society Organisation and Youth Group, CCSGYG, yesterday, in a massive protest in Abuja, warned the Department of State Security Service, DSS, against plot to arrest and detain the Central Bank of Nigeria’s Governor Godwin Emefiele over some trump-up charges .
The Department of State Services DSS had on Tuesday approached an Abuja Federal High court seeking for relief to arrest and detain the apex bank czar over alleged sponsorship of terrorism and other criminal charges.
However, the Court had declined the relief sought by the DSS directing it to secure the approval of President Muhammadu Buhari over the arrest.
Speaking during a rally held in Abuja , President of the coalition ,Bassey Etuk Williams and Secretary, Abubakar Ibrahim, respectively insisted that the Apex Bank’s Governor is not a terrorist as alleged. adding that the allegations were frivolous , baseless and unfounded.

The Civil Society groups also alleged that certain politicians are behind the trial of Mr Emefiele which they opined that the recent CBN reforms would expose their corrupt escapades.

They expressed their displeasure over politicians’ manipulation of a noble organisation such as the DSS to trump up alleged unfounded charges against Emefiele who, they claimed, has done well to keep the economy afloat by revamping various sectors of the economy.

According to Williams, it is a shame to mention that Emefiele is sponsoring terrorism and those alleging that have no evidence to prove it, only to engage the DSS unprofessionally on what the Service itself cannot substantiate.

He said “Our attention was once again drawn to the recent motion Ex parte brought before a Federal High Court in Abuja by men of DSS where-in they sought relief to arrest and detain the CBN Governor, Godwin Emefiele based on trump-up charges of financing terrorism, economic crime and crime of national security.

“This motion was surprisingly done without concrete evidence to prove the frivolous allegations against the workaholic CBN Governor that the country can’t forget easily based on his several positive impactful economic and monetary policies approved by President Muhammadu Buhari for implementation.

“We are surprised to note the division that exists among top government officials of this regime. While the CBN Governor was in the faraway US in the entourage of President Buhari, another arm is seeking his arrest back home on trump-up charges without the consent of the President.

“The questions that beg for an answer is, who gave such a directive, is Mr President aware of this allegation before moving in to effect arrest via a court order? On whose interest is the DSS really working?

“The Civil society movement has great respect for the DG DSS who we know as a fine gentleman but we feel that the trumped up charges are a product of unfounded petitions generated by unscrupulous politicians whose fraudulent activities have been caught short by the wonderful and brilliant policies of the central bank governor.

“We wonder why they left their main mandate and allowed the troubled political class to influence their professional ethics.

“The coalition is surprised at the high level of a plot to frame the CBN Governor at this time. There has been a coordinated attempt to rubbish him, as we all note that this started via one Hon. Kazaure when he went about screaming missing N89 trillion stamp duty money was traceable to the same man, even though the Presidency has come out to disown the said committee the political class didn’t rest as they moved again using the men of DSS.

“We are shocked that this can happen even while he was away with President Buhari. The question is why did they allow someone allegedly financing terrorism to be on the delegation of Mr President?

“The CBN Governor has served diligently for seven years and the DSS within this period didn’t discover this until the recently introduced monetary policy, a policy that majorly affects most of our political class”.

The coalition also pointed out that: “This is an affront on the government of President Buhari and we implore the Presidency to get to the root of the move aimed to further ridicule and bring to disrepute the office of the President.”

He continued , “The Coalition likened the situation as when you fight corruption, definitely it will fight back as we can see over this period how Godwin Emefiele has been in the eye of the storm for trying to further salvage our economy and standardized our Naira notes via the introduction of new notes duly approved by President Buhari.

“We call on the naysayers to allow him to concentrate on his job and demand that all these trump up charges should be dropped against him in moving the nation forward.

“Despite these allegations, he was still cleared to travel with Mr President, this further shows the secret plot to want to indict him to remove him from the office which informs why they approached court without the knowledge of the President.”

However, the Coalition warned that it would stand aloof and allow certain security agencies to rubbish Emefiele against policies approved by President Muhammadu Buhari.

“This flip-flop in government activities must stop now. We as a group, hereby reiterate our unalloyed support for President Muhammadu Buhari and CBN Governor, Godwin Emefiele while urging the CBN Governor to further the implementation of his policies aimed at further combating inflation.

“While we warn the detractors and naysayers to allow him to deliver on his mandate, the era of cash stuffing at home has gone and won’t come back again.

“We won’t be deterred from taking further actions if this blackmail to remove him from office does not stop now”, they added.

Experts give Nigerian Army pass mark in fight against insurgency

A cross-section of security experts from across the country has scored the Nigerian Army high on its efforts in combating insurgency, especially in the last one year.

The security experts who spoke at the presentation of the Annual Report On The Federal Government’s War Against Insecurity/Insurgency In Nigeria by the Centre for International And Strategic Studies, CISS, in collaboration with the Coalition Of Civil Society Organizations On Rights And Security (CCSOHRS) held at the International Conference Centre in Abuja, on Wednesday, also lauded the army for upholding Human Rights.

Over 500 Civil Society Organisation (CSOs) across the country attended the well planned event.

In his welcome address, Chancellor, Centre for International And Strategic Studies, Prof. Shaibu Danfulani, gave the Federal Government, the military; especially the Nigerian Army, a pass mark in the war against terrorism.

He said terrorist groups like Boko Haram, IPOB, bandits, and other insurgents have been fought to a standstill by the Nigerian Army’s special forces such as Operation Lafiya Dole, Operation Python Dance, Operation Crocodile Smile, among others.

Prof. Danfulani noted that “between 2015 and 2022, Boko Haram has degraded significantly. They no longer carry out attacks on government facilities and public institutions.”

He commended the efforts of the government and the military in the ongoing war against insurgency.

“The government is working. Nigeria is safe. Kudos to His Excellency, President Muhammadu Buhari.

“The new inter-agency collaboration is very strong. We have several departments; the diplomatics, the DSS, the Army, the Air Force, the Navy, everybody is working.

“Chief of Defence Staff, Gen. Lucky Irabor, and other service chiefs have shown their passion and they have carried out the best war against insurgency…It’s a pass mark that I’m giving to the government in their efforts in addressing the security challenges.”

Similarly, Dr. Abdul Ahmed, a seasoned politician and security expert, hailed the Nigerian Army for collaborating with other sister agencies to ensure maximum security in the country.

Harping on the imperatives of inter-agencies collaboration, Dr. Ahmed said, “the importance of inter-agencies collaboration cannot be overemphasized. The military agencies have been complementing one another beautifully, which I think deserves commendation.

“The Nigerian Army under the Chief of Army Staff, Lieutenant General Farouk Yahaya, has done beautifully well in terms of inter-agencies collaboration. And it has yielded positive results. Today, I can travel from Kaduna state by road to Abuja without experiencing any terror attack because of the relentless efforts of the Nigerian Army in collaboration with other security agencies.”

A security expert, Dr. Abu Dahiru, applauded the Nigerian Army for collaborating with other government agencies to ensure that surrendered ex-terrorists are rehabilitated and de-radicalized.

Dr. Dahiru said: “There is a programme that is in place by the Nigerian government to rehabilitate ex-Boko Haram combatants that willingly surrendered to authorities. And I’m aware they have a camp somewhere in Gombe. The programme is called Operation Safe Corridor. And I’m privileged to have stepped that camp in 2020. I was there. It’s a multi-organizational planning facility. You’ve all security agencies working hand-in-hand with the National Orientation Agency, religious groups, and other authorities toward the rehabilitation and decriminalization of ex-Boko Haram militants.

“And, what I saw at the camp was actually very revealing. First, the ex-combatants are actually very well taken care of. And they have learned skills like carpentry, laundry, weaving, welding, and tailoring.

“Religious and traditional leaders visit the camp from time to time to de-radicalize them and try to make them normal citizens. It is a very successful programme, I must admit,” he added.

The keynote speaker, Prof. Katuka Yaki, urged Nigerians to be patient and have faith in the Nigerian Army, stressing that even developed nations have their own security challenges.

Prof. Yaki who was represented by Associate Professor Okpe J. Okpe said despite Nigeria’s huge size, the army has been able to achieve significant success in the war against insecurity.

He said: “Irrespective of the fact that Nigeria’s security is overstretched, they (army/military) have achieved a significant goal. They have achieved the goal that would be difficult for any country to write off.”

He also praised the role of the army in the management of Human Rights in Nigeria.

Other speakers including ASP. Olugbenga Joseph (rtd.), Rev. Dr. Theodore Orji, and Dr. Steven Audu, among others, all praised the Nigerian military especially the current service chiefs for changing the narrative in the last one year and urged them to maintain the tempo.

China to strive to elevate global biodiversity governance to new height

“We will do our best to provide support and assistance to fellow developing countries through the Belt and Road Initiative International Green Development Coalition and the Kunming Biodiversity Fund, so as to elevate global biodiversity governance to a new height,” Chinese President Xi Jinping said in a speech he made recently.

Xi delivered the speech via video link at the opening ceremony of the high-level segment of the second part of the 15th meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15) held in Montreal, Canada, on the evening of Dec. 15, 2022.

In his speech, Xi stressed the necessity to build global consensus on biodiversity protection, push forward the global process of biodiversity protection, promote green development through biodiversity protection, and uphold a fair and equitable global order on biodiversity protection.

Xi’s remarks injected important impetus into the consultations on the Post-2020 Global Biodiversity Framework, which have entered a critical stage.

Biodiversity makes Earth full of vigor and vitality, and lays the foundation for human survival and development. Today, mankind is standing at a crossroads of protecting biodiversity and achieving sustainable development.

The latest research has found that more than one million animal and plant species are threatened with extinction, and the monitored animal populations had fallen 69 percent since 1970.

According to the fifth edition of the Global Biodiversity Outlook released by the UN Convention on Biological Diversity (CBD), none of the 20 Aichi Biodiversity Targets, the world’s first biodiversity conservation targets spanning 10 years from 2011 to 2020, was fully met by 2020.

The international community expected the second part of the COP15 to conclude the Post-2020 Global Biodiversity Framework and identify targets and pathways for global biodiversity protection.

As the presidency of the COP15, China has fully performed its duties and promoted communication and coordination among various parties in a multi-facet, multi-dimensional, and multi-level manner, actively advancing the process of consultations and negotiations on the Post-2020 Global Biodiversity Framework.

In October 2021, Xi delivered a keynote speech via video link at the leaders’ summit of the COP15 held in Kunming City, capital of southwest China’s Yunnan province.

In the speech, Xi put forward important proposals including taking the development of ecological civilization as humanity’s guide to coordinate the relationship between man and Nature, letting green transition drive the efforts of countries to facilitate global sustainable development, concentrating on bettering people’s well-being to promote social equity and justice, and taking international law as the basis to uphold a fair and equitable international governance system.

At the summit, Xi announced China’s initiative to establish a Kunming Biodiversity Fund and take the lead by investing 1.5 billion yuan (about $214.81 million) to support biodiversity protection in developing countries. By doing so, China has contributed its wisdom, solution, and strength to promoting global biodiversity protection.

During the second part of the COP15, China has continued to guide substantive and political affairs of the conference, and actively facilitated the formulation of a Post-2020 Global Biodiversity Framework with ambitious, balanced and pragmatic global biodiversity conservation targets.

As one of the most biodiverse countries in the world and also one of the first countries to sign and ratify the CBD, China has made active efforts to promote ecological civilization construction and biodiversity protection.

China has continuously strengthened biodiversity mainstreaming, applied a system of ecological conservation red lines, established a protected areas system with national parks as the mainstay, carried out major biodiversity protection projects, and conducted the most stringent supervision and management of law enforcement in the environmental protection sector.

As a result, a large number of rare and endangered species in China have been placed under effective protection, the diversity, stability and sustainability of ecosystems in the country have kept improving, and the country found a path of biodiversity protection with Chinese characteristics, effectively boosting global confidence in biodiversity protection.

While making great achievements in biodiversity conservation and ecological civilization construction, China has scored huge achievements in economic development, providing useful experience for all the other developing countries, said Elizabeth Maruma Mrema, executive secretary of the Secretariat of the CBD.

Since 2019, China has been the largest contributor to the core budget of the CBD and its Protocols, strongly supported its operation and implementation of the CBD.

Going forward, China will continue to advance ecological progress, plan its development in the context of promoting harmonious co-existence between man and Nature, respond to the Action Plan for the UN Decade on Ecosystem Restoration, launch a large number of key projects on biodiversity protection and restoration, deepen international exchanges and cooperation, and support international forums on biodiversity, Xi said in his speech at the opening ceremony of the high-level segment of the second part of the COP15.

China’s leadership is crucial to the conclusion of an ambitious and implementable Post-2020 Global Biodiversity Framework, said Marco Lambertini, director-general of the World Wildlife Fund (WWF) International.

Earth is the only and shared home for human beings, and promoting harmony between humanity and Nature is the shared vision of the international community.

In order to promote global biodiversity protection, the international community urgently needs to safeguard and practice true multilateralism, and join hands to translate ambition into action.

China will continue to work together with the rest of the international community to jointly advance the formulation of the Post-2020 Global Biodiversity Framework, promote the harmonious co-existence between man and Nature, build a community of all life on the Earth, and create a clean and beautiful world for all

China protects biodiversity with determination

On the vast land of China, the beauty of biodiversity can be found everywhere. The northward migration of wild Asian elephants in southwest China’s Yunnan province, the frequent appearances of the Yangtze finless porpoises, the presence of marbled cats (Pardofelis Marmorata) in the Gaoligong Mountain National Nature Reserve in Yunnan, and the spectacular view of thousands of Tibetan antelopes galloping on the Qinghai-Tibet Plateau, etc, show that China’s remarkable progress in biodiversity conservation.

This year marks the 30th anniversary of the adoption of the Convention on Biological Diversity. As one of the earliest parties to sign and ratify the Convention, China has always been taking various measures to protect biodiversity.

China attaches great importance to biodiversity protection. It has elevated biodiversity conservation to a national strategy, taken a series of measures to protect biodiversity, and constantly improved the systems, mechanisms, and policies concerning biodiversity protection.

In 2011, the China National Committee for Biodiversity Conservation (CNCBC) was unveiled to coordinate biodiversity protection efforts nationwide and provided guidance for China’s Action on United Nations Decade on Biodiversity. China also released and implemented a national action plan as well as 22 protection strategies and action plans at the local level.

Over the past nearly 10 years, China has promulgated and revised more than 20 laws and regulations related to biodiversity conservation, including the Forestry Law and the Grassland Law. In 2021, China released the Opinions on Further Strengthening Biodiversity Conservation and made it a programmatic plan in the country’s biodiversity conservation work.

A document released by the Supreme People’s Court, China’s top court, showed that since 2013, courts at various levels across the country have handled 182,000 biodiversity cases involving rare and endangered animals and plants, including Chinese sturgeon, Tibetan antelopes, Taxus chinensis, and other representative and endemic species in China, as well as pangolins, great white sharks, coral, and other globally rare and endangered species, offering a law-based biodiversity conservation approach with Chinese characteristics.

China has introduced ecological red lines, which have demarcated over 30 percent of its land area as protected, covering all ecological areas, areas which are ecologically vulnerable, and key biodiversity distribution areas. A total of 90 percent of the country’s terrestrial ecosystem types and 74 percent of key state-protected wild flora and fauna species have been placed under effective protection measures. The country has established 749 observation plots and completed an assessment of higher plants, vertebrates, and macrofungi species.

In October 2021, the first part of the 15th meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15) was held in Kunming, the capital of Yunnan province.

“Over the past year, China has made new headway in mainstreaming biodiversity conservation. The country launched the first batch of national parks, which cover nearly 30 percent of the key terrestrial wildlife species found in China. The country also inaugurated and opened the China National Botanical Garden in Beijing and the South China National Botanical Garden in Guangzhou, kicking off the construction of the national botanical garden system,” said Cui Shuhong, director-general of the Department of Nature and Ecology Conservation at the Ministry of Ecology and Environment.

In recent years, China has carried out cooperation on biodiversity conservation with many countries, and the cooperation has yielded fruitful results. The China-Laos transboundary biodiversity reserve, with an area of 200,000 hectares, effectively protects rare and endangered species such as Asian elephants and their habitats. The Sino-Africa Joint Research Center under the Chinese Academy of Sciences has cultivated more than 200 postgraduate students from Africa on biodiversity conservation and utilization, building a talent pool for African countries.

In terms of foreign investment and cooperation, the Chinese government has always adhered to a green development philosophy. Relevant departments have jointly issued and implemented policy documents, including the Opinions on the Joint Implementation of Green Development in the Belt and Road Initiative, which set clear-cut requirements for environmental protection in the implementation of relevant projects.

In building the Mombasa-Nairobi Standard Gauge Railway (SGR) in Kenya, Chinese builders set up passages, bridges, and culverts for large wild animals to freely and safely pass under the railway. During the construction of Ghana’s new container terminal, Chinese builders established a sea turtle hatchery and released baby turtles into the ocean. These projects have not only promoted local economic development but also protected biodiversity.

The second part of the COP15 is being held from December 7 to 19 in Montreal, Canada. PLAN throws weight behind Bill seeking to establish Chemical Institute

A rights group, Partners for Legislative Agenda of Nigeria (PLAN) has thrown its weight behind the bill before the National Assembly which seeks to establish the National Research Institute for Chemical Technology, Zaria, establishment bill 2022 with number SB. 1084.

PLAN strives to ensure that the tenants of democracy are adhered to and its dividends felt by the masses and the development of Nigeria via positive legislation by the legislative arm of government.

The CSO in a statement signed by its National Coordinator, Malllam khalifa Adamu Bello and made available to journalists on Wednesday in Abuja explained that the support is predicated on national interest and development in view of the inherent benefits contained therein.

“The research institute which the bill seeks to establish, will provide a globally competitive and environmentally friendly research, development and innovation in the processing and conversion of indigenous raw materials into valuable chemicals and petrochemical products for the development of chemical, biochemical and man-made fibre technologies for industrial applications in Nigeria. Hence, it will place Nigeria at par with countries like Singapore and others in the production of chemicals and petrochemical products which are essential to our lives and living”, the statement emphasised.

It further noted that the institute when established will enhance economic activities for the population, industries and the nation at large.

“The benefits of the proposed institute cannot be over emphasized, especially in the use and development of local content; employment generation; conversion of agricultural; mineral and other raw materials into useful chemicals; processing of commercial grade chemicals to laboratory grades; the derivation of secondary chemicals from petrochemicals, coal, solid minerals and other materials; the production of functional polymers and engineering plastics, characterization and utilization; processing of natural and man-made fibres; establishment and operating chemical testing laboratories for industrial application; and production and development of chemical catalysis, chemical process, design, modelling and simulating, pilot plant fabrication and design of chemical analytical instruments and quality control amongst many others.

“In view of the above, and in the interest of Nigeria, Nigerians and the generations yet unborn that we call on the Senate under the stewardship of Senator Ahmad Lawan, to hasten the process for the passage of this bill.

“It is without doubt that the leadership of the National Assembly ably led by Distinguished Senator Ahmad Lawan as chairman and Senate President and the entire 9th assembly has been a pro- people’s assembly undoubtedly.

“Posterity will judge the entire members of the 9th assembly fairly and wonderfully well for the interest of the nation and its masses they have at heart, this is because of the attention and commitment they give to such human and developmental bills since their inception.

“We wish to also commend a senator per excellence, a senator with value both in character and service, most Distinguished Senator Umar, Sadiq Suleiman representing the good people of Kwara North senatorial zone, for sponsoring such a bill, which intends to develop the nation and place Nigeria amongst the top advanced countries in chemical research, technology and management. While we congratulate the Senator for the bill’s successful passage of the first reading, we equally call on other Senators to emulate Senator Umar, Sadiq Suleiman, in putting up bills meant to develop the citizenry. We call on him to further write his name in history and sand of time by seeing to the logical passage and assent to the bill”, the statement added.

Nasarawa Assembly passes 2023 budget into law, jerks its up by N357.8millon

Nasarawa State House of Assembly, has passed the 2023 appropriation bill of N149, 3billion into law against the initial N148.9 billion presented by Gov. Abdullahi Sule to the House for consideration and approval.

Rt. Hon Ibrahim Balarabe Abdullahi, the Speaker of the House announced the passage of the bill into law during the House proceedings in Lafia today.

Balarabe Abdullahi said that the passed budget, if assented to by Gov. Sule would accelerate economic growth and developmemt, thereby improving on the standard of living of the people of the state.

The Speaker urged the state government to ensure full implementation of the budget.

He also urged managements of Ministries, Departments and Agencies ( MDAs) to adhere strictly to budgetary provisions in the interest of peace and development.

” A Bill for a Law to Authorize the Issue Out of the Consolidated Revenue Fund of the State( Appropriation) on the sum of N149, 315, 944, 207.62k for the Services of Nasarawa State Government to Complement for the Period Commencing From 1st January, 2023 and Ending 31st December, 2023.

” N90, 619, 580, 459.56 as Recurrent Expenditure and N58, 696,363,748.06k as Capital Expenditure.

” The 2023 appropriation bill is read for the third term and passed, ” he said.

The House modified slightly the 2023 Budget of 148.9billion where Nasarawa State House of Assembly got upward review of 179.8 million naira, Nasarawa State House of Assembly Service Commission 45 million naira and Nasarawa State Polytechnic Lafia 40 million naira with 375 million deducted from the budget of State Waste Management and Sanitation Agency thus jerking up the budget to 149.3 billion naira with increase of 357.8million.

Abdullahi thanked Honourable members for their commitments in ensuring the speedy passage of the bill into law.

He also appreciated Heads of Ministries, Agencies and Departments ( MDAs) for giving standing committees their cooperation while defending their budgets.

He directed the clerk of the House to produce a clean copy of the bill for Gov. Sule’s assent.

He assured the executive arm of the House readiness to continous to effectively synergize with them for the overall development of the State.

Hon Tanko Tunga, the Majority Leader of the House moved a motion for the passage of the bill into law.

Hon Abel Bala, the Minority Leader of the House seconded the motion.

The House unanimously passed the 2023 appropriation bill into law.

It would be reported that on Nov. 22, 2022, Gov. Abdullahi Sule presented 2023 budget of N148, 958, 122, 525.05 to the assembly for consideration and approval.

The Speaker said,” I commit A Bill for A Law to Amend the Nasarawa State Area Courts Law 2022 and for Other Matters Related Therewith to the House Committee on Judiciary to work on its and report back to the House after 3 weeks on resumption from our recess,” he said.

” I committee A Bill for A Law to Establish the Nasarawa State Social Investment Agency Charged with the Responsibility of Tackling Poverty, Ensuring Equitable Distribution of Resources and Economic Growth in the State and for Other Matters Connected Therewith to the House Committee on Women Affairs in conjunction with House Committee on Public Account to work on the bill and report back to the House after two weeks on resumption from our recess,” he said

Hon Tanko Tunga, the Majority Leader of the House while moving motions for the two bills to scale second readings said that it was to enhance effective dispensation of justice as only professional legal practitioner, who have been call to bar would be a Judge of Area Courts and the other bill was to tackle poverty, hunger and ensure equitable distribution of resources in the state.

Hon Abel Bala, the Minority Leader of the House seconded the motions.

The House unanimously passed the two bills into second readings.

Group Commends DSS for Indicting Emefiele over Terrorism and Economic Crimes Charges

…insist on his arrest and prosecution

The Center for Security and Terrorism Prevention (CSTP) has commended the Department of State Security Services (DSS) for what it described as a thorough and professional investigation that culminated into the indictment of Mr. Godwin Emefiele as the chief sponsor of terrorism in the country.

In a press release signed and made available to journalists by the National Coordinator and Secretary of CSTP, Comrade Abiodun Jakande and Onuh Ogbonna respectively in Abuja at the International Press Center, the group described the investigation as timely and wondered why it took the DSS so long to discover what was so obvious.

“We are delighted with the findings of this investigation by DSS. It is no longer news that the CBN is complicit in the wave of terrorists activities going on in the country. It is curious that with all the regulatory frameworks put in place to prevent money laundering, terrorists continue to operate with the most sophisticated weapons purchased with the naira. How else can this be possible if not with the connivance of someone who is highly connected and has the power to make the banks turn a blind eye?,” the statement queried.

The group equally expressed mix feelings over the inability of the CBN and commercial banks to trace and track huge sums paid as ransom to terrorists and kidnapers operating within the country, adding that ordinarily, there are provisions for reporting withdrawals and deposits in excess
of certain amounts.

“It is strange and suspicious that very large amounts of money have been changing hands between kidnapers and their abductors and family members without the CBN lifting up a little as finger. If Mr. Emefiele were not involved even remotely with these shady deals, he would have performed his oversight function and investigate such transactions because they outrightly qualified to be termed suspicious. His inaction is complicit and he must be held accountable”, the statement added.

While dismissing the court order restraining DSS from arresting the CBN Governor, CSTP insist that the DSS should re-strategize and appeal the ruling as there will be no hiding place for any criminal especially those enjoying the largesse and privileges of public office.

“It is unacceptable that the DSS should hold back on an issue of national security like this on an account of a restraining order. We insist that an appeal should be entered and Emefiele should be made to resign and face the wrath of the law for using his good office to sponsor terrorism and other financial crimes against the Nigerian State. Those worried about the state of the economy should have advised him to steer clear of criminal acts instead of trying to cover him up now” the statement warned.

CSTP noted with concern the deep rooted issues of dollar racketeering, stamp duty money diversion and employment scams in CBN, insisting that with the level of rot in CBN under Emefiele, he must be made to answer for his crimes no matter how long it will take.

“Emefiele has certainly taken his penchant for criminal diversions and profiteering too far. From dollar racketeering to employment scams and unwholesome investments into commercial banks, he has shown no regards for his office. To think that he can get away with these crimes is disturbing. He must be held to account for the trillions of naira earned from stamp duties and criminal deductions from commercial banks from which he partakes in sharing the booty”, the group threatened.

CSTP in the statement demanded that President Muhammadu Buhari “sacks Emefiele immediately to show Nigerians that he’s truly an anti-corruption crusader and to support Emefiele’s arrest and prosecution so that terrorism will finally be crushed in Nigeria”. The statement equally charged all patriotic Nigerians “to take to the streets and protest against Emefiele’s continued stay in office”

IPOB: Group writes US, UK others over Peter Obi’s alleged links with terrorist group

A group , the Concemed Citizens Network, CCN has alerted the United States as well as the United Kingdom Government of alleged links by the Presidential candidate of the labour party, Peter Obi to the proscribed Indigenous People of Biafra, IPOB.

The group said Peter Obi  has received tactic support from the IPOB since he indicated interest to contest the 2023 presidential election. 

The CCN in a letter addressed to the US Ambassador in Nigeria said Peter Obi has continued to play to the gallery 

regarding the nefarious activities of IPOB in South East Nigeria despite the wanton destruction of lives and properties. 

The letter signed by CCN President,  Comrade Duru Odoh Chima and Secretary, General, Ajibade Jacobs said South-East Nigeria has constantly come under the IPOB threats which the group said Peter Obi has refused to condemn nor articulate how he intends to tackle the threat posed by the group if elected president in the forthcoming elections. 

“We have it on credible authority that IPOB has tactically endorsed Peter Obi’s presidential aspiration, which is mainly responsible for enlisting some known IPOB sympathizers into his presidential campaign council. 

“On several occasions, Peter Obi has systematically refused to make the IPOB threat to our democracy a campaign focus because the promoters of IPOB are his kinsmen and known financial contributors to his presidential campaign. 

“This is a worrisome trend that would put the country in a precarious situation should Peter Obi be elected President of the Federal Republic of Nigeria. The deceitful game played by Peter Obi and his supporters can promote ethnic and religious tension in the country. 

“In several public outings, he attempted to change the narrative concerning the formation and sustenance of IPOB by alluding that it was a creation of governors of states in South East Nigera. This, we gathered from reliable sources, was a part of the deal he entered with the group in return for support during the presidential elections. 

“The overarching objective 1s to attack critical government establishments such as the Nigenan Police and the Independent National Electoral Commussion’s offices to harass and intimidate faithfuls of other parties into submission to voting for Peter Obi in the presidential elections” the group said

The CCN alleged that before the onset of his presidential aspiration under the Labour Party,  Peter Ob: has been a known patron of IPOB.

“He extended logistc and financial support to the group while govermor of Anambra State, It is also a known fact that IPOB has tactically avoided areas that are strongholds of Peter Obi and have launched attacks in the regions that are not his stronghold by intimidatung and harassing those that do not share in the ideology of Peter Obi. 

“Scores of lives have been lost and properties destroyed by the activities of ‘POB. We have it on good authonty that Peter Obi promised to uptum the proscnption of IPOB as a terrorist group by the fedcral government. 

“The recent camage by IPOB is a part of the scnpt endorsed by Peter Obi as an clection strategy to ensure that other political parts do not make imroads in South East Nigeria dunng the elections. 

“The Peter Obi Presidential Campaign has also engaged a massive identification of supporters and patrons of other political parties in South East Nigena to cause bodily harm to them and destroy their businesses, weakening their support and preparations for the general elections. 

“The Ambassador may wish to admit that, ndced, these are trying times in the country and South East region, in particular with the recent dnve by IPOB to make the region unsafe for those that do not support the presidential aspiration of Peter Obi. 

“It is thus our passionate appeal to the United States of America to beam its searchlight on the activines of the Peter Ob: presidential campaign team to unravel the mystery behind the sudden resurgence of the notorious activities of IPOB. 

“In a recent interview on Channels Television, Peter Ob1 was quoted as saying IPOB members live around him and do not constitute a threat to the country. He was quoted saying he would dialogue with IPOB if elected president. 

“This is indeed unacceptable, hence this letter calling on the attention of the United States of America to look ints to unholy alliance between Peter Obi and [POB. Nigeria cannot aflord a president poised w propagate ethno-religious conflict at this critical point of our existence. 

“As critical stakeholders in our democracy, we wish to appeal for the urgent intervention of the United States of Amenca in ensunng that Peter Ob: and his supporters de not plunge Nigeria into a conflict of unimaginable proportions” the group said
