Civil Society Group Wants AGF Appointed on Merit

By Joshua Tasie

The President of the group, Comrade Ogakwu Dominic, the President of the Civil Society Group for Good Governance has said the selection of who will become the next Accountant-General of the federation must be chosen on merit.

In a statement made available to Newsmen on Friday, he de-emphasisee the sole use of examination as the major determinant for recruiting the Accountant General of the Federation.

Ogakwu stated that given the pivotal and influential functions of the office of the AGF on our national economy, the rigorous screening process must be merit-based, focusing on credentials, past and present work experience, competence, capacity and character and nothing short of viz-a-viz the principles of Accountability, Integrity and Transparency.

The group said; “This press conference is sequel to an earlier one a fortnight ago. It is imperative that this briefing is put in proper context as a corollary to underscore the civil society’s interest in the unfolding drama surrounding the Office of the Accountant General of the Federation (AGF).

“As Civil Society Organization, our position is that the rigorous screening process must be merit-based, focusing on credentials, past and present work experience, competence, capacity and character viz-a-viz the principles of Accountability, Integrity and Transparency (AIT). At the end, five (5) out of the most qualified candidates should emerge, one out of which can then be appointed as Accountant General of the Federation (AGF).

“The crux of the matter is that we want the screening process to de-emphasize the obsolete use of examination as the major determinant for recruiting the Accountant General of the Federation, given the pivotal and influential functions of the office on our national economy. After all, it is now visible to the blind and audible to the deaf that examination is not the true test of knowledge – a cursory look at some public stewards in offices today lends credence to this fact.

“Let it be on record that, the position of the CSOs is premised on a trending allegation that the former Accountant General of the Federation (AGF), Ahmed Idris who is currently standing trial for corruption, embezzlement and looting of the Federation’s treasury to the tune of N109 billion did pay handsomely during his screening examination, thereby procuring the position of AGF like some commodity at a trade fair which was auctioned to the highest bidder. Is it therefore any wonder that the man spent his days in office frantically recouping his “investments” and repaying his “investors” who facilitated his fraudulent emergence as AGF through the corrupt screening examination?

“Therefore, the next Accountant General of the Federation (AGF), must be dynamic and versatile in both private and public sector financial managements and must be diplomatic and skilful in interpersonal relationships, to enable him or her to proactively navigate and outmanoeuvre the entrenched bureaucracy which is plaguing our public service system, in order to deliver the goods of the office to Nigerians.” It added

“Ogakwu however commended the Honourable Minister of Finance, Budget and National Planning, Hajia Zainab Ahmed, for ensuring that all candidates shortlisted for the position of AGF, are meticulously screened by the relevant authorities”, the statement emphasized.

Ecotourism leads Yunnan village to prosperity

Guangming village sits on the top of the Cangshan Mountain in Yangbi Yi autonomous county, Dali Bai autonomous prefecture, southwest China’s Yunnan province. People of five ethnic groups, including Yi, Han, Bai, Dai and Lisu, are living there.
Covered by ancient walnut trees and always blurred by tree shadow, Guangming is also known as a “village over the cloud.”
Yangbi Yi autonomous county is a renowned production base of walnuts. In Guangming village, ancient walnut trees are seen everywhere and each one has an identity card hanging on it to prove its age. The oldest walnut tree in the village has a history of 1,165 years.
With a long tradition of walnut planting, the village is home to more than 10,000 walnut trees that are over 100 years old and 6,000 that have lived at least 200 years.
In recent years, a number of walnut seedlings have been planted in the village, which brought the contiguous planting area of walnut trees to 10,000 mu, or 667 hectares.
There are currently 304 households in the village divided into seven villager groups. Though the village suffered poor transportation, a lack of arable land and an underdeveloped economy, it enjoyed a well-grounded walnut business and a sound ecology with 85 percent of forest coverage.
However, the price of walnut plunged in 2013 and young villagers started seeking job opportunities outside the village, which hollowed up the village.
To find a new path of development, Guangming village began to boost rural with ecotourism and made vigorous efforts to drive the walnut business.
In 2015, a local tourism company in Yangbi Yi autonomous county invested in Guangming village, encouraging villagers to run agritainment businesses and B&Bs. It launched a series of rural tourism experience projects highlighting farming, agricultural processing and leisure activities.
Besides, the village coordinated resources and made a unique development plan for every single agritainment facility, from roast sheep and chicken services to walnut feast. In 2019, Guangming village became an “online celebrity,” receiving 4,000 to 5,000 visitors a day at most.
“The vegetables we cook are all fresh plants I get from the wild, and we also raise chickens and pigs for our meal service. Our business is so great. We built a new house recently, and it will expand our agritainment facility,” said Zha Shouli, who runs an agritainment facility in Guangming village.
She always gets up early in the morning to pick wild vegetables on the mountain near her house, so that her guests can enjoy the most authentic taste.
Yangbi Yi autonomous county was officially removed from the poverty list on April 30, 2019. A total of 3,897 registered impoverished households from 24 villages in two townships were lifted out of poverty. Two years ago, the village was named a national beautiful leisure village released by the Ministry of Agriculture and Rural Affairs.
Modern, green and leisure agriculture, as well as rural e-commerce, are emerging in the village, and more and more young returnees hoping to start businesses in their hometown. The youngsters establish e-commerce platforms and develop local ecotourism to contribute to rural vitalization.
As solar power generation, garbage and sewage disposal and the “toilet revolution” are promoted in the rural area, Guangming village has seen prominent ecology improvement.
From an agricultural village to an ecological village, Guangming village has explored a broad path leading to a brighter future.

The will of the people cannot be defied and those who play with fire will end up getting burnt

In response to U.S. House of Representatives Speaker Nancy Pelosi’s visit to China’s Taiwan region, an egregious act of provocation against China, China decided to adopt sanctions on Pelosi and her immediate family members and take eight countermeasures against the U.S., China’s Ministry of Foreign Affairs announced on Aug. 5.

Meanwhile, in order to sternly deter the U.S. and Taiwan from continuing to make negative moves to further their collusion, the Chinese People’s Liberation Army (PLA) has conducted live-fire joint combat exercises and training on an unprecedented scale in the waters and airspace off the Taiwan Island over the past few days.

These powerful actions have fully demonstrated that China has the determination, means, and capability to safeguard its national unity, national sovereignty, and territorial integrity.

The effective countermeasures taken by the Chinese government and the PLA’s proven ability to launch precision strikes and perform area-denial tasks have helped external forces attempting to interfere in China’s internal affairs and the “Taiwan independence” separatist forces better understand what did China mean by “The will of the people cannot be defied and those who play with fire will perish by it,” “Let’s see what happens if she actually goes,” and “What needs to be done will be done”.

When China said that it firmly opposes secession aimed at “Taiwan independence” and external interference, and never allows any room for “Taiwan independence” forces in whatever form, it meant what it said.

Attempting to use Taiwan to contain China, the U.S. made a malicious provocation first, and China has been compelled to act in self-defense. No one is qualified to make irresponsible remarks on China’s countermeasures.

During the past few days, people from all walks of life in Taiwan have staged protests against Pelosi’s visit to the island. They exposed Pelosi’s despicable trick to stir up tensions across the Taiwan Strait, fool the people in Taiwan and bring scourge to the island for her own political gains, and denounced the Democratic Progressive Party (DPP) authorities’ colluding with external forces, deliberately escalating cross-Strait confrontation, and constantly making provocations in pursuit of “Taiwan independence”.

Widely circulated remarks by protesters in Taiwan include “Pelosi has brought a time bomb to Taiwan” and “People in Taiwan cannot allow politicians to make a mess in Taiwan without cleaning it up”.

Such voices have reflected the shared opinions of people in Taiwan who reject manipulation by external forces and refuse to be held hostage by the DPP authorities.

China must be and will surely be reunified, which will not change regardless of the will of some die-hard anti-China forces from the U.S. side or the illusion of separatist forces seeking “Taiwan independence.”

The plot to incite separatist activities seeking “Taiwan independence” represents a total misjudgment and miscalculation of the situation. The U.S.-Taiwan collusion will only expedite the destruction of the “Taiwan independence” forces.

Pelosi’s visit to Taiwan constituted a gross violation of the one-China principle and a malicious infringement of China’s national sovereignty. It has not only triggered strong indignation among the Chinese people, but aroused widespread opposition from the international community.

So far, more than 160 countries have spoken up for justice, reiterating their commitment to the one-China principle and support for China’s efforts to safeguard national sovereignty and territorial integrity, while pointing out that the provocative visit made by the U.S. side was a breach of its commitment to China and a violation of the basic norms governing international relations.

As Pelosi’s Taiwan visit has created tensions, UN Secretary-General Antonio Guterres affirmed the international organization’s commitment to the one-China principle at a recent press conference.

“Our position is very clear. We abide by General Assembly resolutions, by the one-China policy, and that is the orientation that we have in everything we do,” said Guterres.

The international community has seen clearly that by taking resolute countermeasures in response to the U.S.’ provocative acts of interfering in China’s internal affairs and undermining China’s national sovereignty, China is fighting against hegemonism, interference, and secession, and is taking justifiable actions to defend the purposes of the UN Charter and the basic norms governing international relations.

Attempting to build small circles to confuse right with wrong and challenge international law and justice, the U.S. stands in opposition not only to the 1.4 billion Chinese people, but also the overwhelming majority of countries in the world and all the peace-loving people in the world.

Pelosi’s visit to Taiwan has made it clearer that the root causes of the tensions across the Taiwan Strait, the serious difficulties confronting China-U.S. relations, as well as the major risks to the Asia-Pacific security all lie in the U.S.

Over the past few days, people from all walks of life in the Asia-Pacific region as well as farsighted people in the U.S. have pointed out that Pelosi’s visit to Taiwan would only undermine regional peace and stability and make the already turbulent international situation more volatile.

Former U.S. Ambassador to China Max Baucus called Pelosi’s visit to Taiwan a “provocation”. “We are playing with fire when we get pretty close to the line, and Pelosi is pushing us much, much closer to recognizing Taiwan as an independent country. And once we get there, we’re going to pay a price,” Baucus said.

During Pelosi’s visit to Singapore, Singaporean Prime Minister Lee Hsien Loong highlighted the importance of stable U.S.-China relations for regional peace and security when meeting with Pelosi.

The lukewarm welcome Pelosi got in South Korea has attracted wide attention and sparked extensive discussions.

It’s widely believed that Pelosi’s misdeeds in destabilizing regional situation have turned herself into a veritable hot potato.

The attitudes of countries in the Asia-Pacific region have fully proven that the U.S.’ attempt to add the Taiwan question to its regional strategy to escalate tensions and provoke confrontation goes against the trend of development of the region and runs counter to the expectations of people in the region.

The complete reunification of China is an aspiration shared by people on both sides of the Taiwan Strait.

China will strive for the prospect of peaceful reunification with the utmost sincerity and efforts, but if external forces and the “Taiwan independence” separatist forces continue to provoke it, force its hand or even cross the red line, it will be compelled to take resolute measures.

When it comes to the great cause of national unification, the Chinese people have the gut not to be misled by fallacies or scared by evils, the ambition to never be intimidated or crushed, the determination to unite as one, and the ability to resolutely safeguard national sovereignty and national dignity.

Any person, any force, and any country that attempt to slow down China’s development and obstruct the great rejuvenation of the Chinese nation by provoking China and stirring up trouble for China on the Taiwan question will find their efforts completely futile and end up getting themselves badly hurt.

Open-air cinemas” mirror cultural life changes in Tibet autonomous region

By Xu Yuyao, People’s Daily

Lodro is a rural projectionist in Damxung county, which sits on an average altitude of 4,300 meters in Lhasa, capital of southwest China’s Tibet autonomous region. In the past 37 years, Lodro has shown free movies to farmers and herdsmen in nearly 200 villages.

A “movie tour” to villages sometimes took him more than three months, during which he had to take screens, a projector, films, a generator, as well as food and beddings on a hand tractor.

There are many projectionists like Lodro in Tibet. They have left their footprints on almost every piece of inhabited land in the autonomous region, to enrich the cultural life of residents.

Herdsmen in Tibet led a poor cultural life in the 1980s and 1990s as villages there were isolated without road and electricity. Watching movies was an important source of entertainment and information about the world at that time.

To watch movies, some villagers would travel kilometers away from their homes with projection teams, They would gather together to enjoy the movie in rain or shine, and danced beside the screen after the movies were over.

Projectionists were inspired to keep running from village to village by this passion. Last year, over 66,000 movies were screened by 500 rural projection teams working across remote villages in Tibet autonomous region.

As film projectors have been replaced by electronic ones with colorful digital films, movies today are screened for villagers in an on-demand manner, which reflects the upgrading of public cultural services in the autonomous region.

In 1998, China started a project that aimed at screening a movie for every village every month. Two years later, the country kicked off another program that dubbed over 2,400 movies for residents in Tibet in the following 20 years.

These public cultural services have brought abundant cultural resources and better cultural infrastructure to Tibetan herdsmen, laying a solid foundation for the development of mass cultural activities.

Nowadays, splendid video shows are available on herdsmen’s mobile phones and televisions. All administrative villages in Tibet autonomous region have broadband internet access, and over 99 percent of them are covered by both optical fiber broadband and 4G signals.

The well-developed internet infrastructure enables residents in the autonomous region to search for cultural content anytime and anywhere, and they are able to watch movies and dramas, attend online classes and read news. Many herdsmen also share their life and talent on short video platforms.

Tibet has developed from a time when there were only film projectors to an era in which people are acquiring information from smartphones and computers. Internet signal, crossing mountains and rivers, has not only altered the cultural life of Tibetan residents, but also improved their livelihood and happiness.

As information technology develops, “open-air cinemas” are losing glamour. Today, more and more movies are screened indoors in the autonomous region so that the audience can get a more comfortable experience. Projectionists, in the past and the present, have always been presenting movies to villagers, meeting their aspirations for a better life.

Muslim-Muslim ticket: Sen. Kalu, a serial betrayal of the Igbos and christiandom-Democratic watchdogs

A coalition of several democratic groups have described Sen. Orji Uzor Kalu as a serial betrayal of the Igbo race in general and the people of Abia north Senatorial district which he is privileged to represent in the National Assembly.

The group which operates under the auspices of Coalition of Democratic Watchdogs for Electoral Reforms while addressing journalists in Abuja today, Monday, 8th August, 2022 stated that as the nation prepares for the conduct of 2023 general elections, the need for a true, fair and equitable representation has consistently eluded Nigerians across board.

Dr. Gabriel Nwambu, who addressed the media said the cardinal principle of civil society organizations globally is hinged on equity, fair representation of constituents and democratic principles and it is the quest for a true representation that has compelled the coalition to look at some of the unguarded utterances of Senator Orji Uzor Kalu, the Senator representing Abia North senatorial district of Abia state.

According to him, “in 2021, during the heated debate on Section 47 and 50(2) of the Electoral Act 2022 as Amended which dwells on electronic transmission of votes in the Senate, Senator Orji Uzor was one of the Senators who said in categorical terms that AbiaNorth had no network coverage. This was a blatant lie because Abia North has effective network coverage. It is also well known to Nigerians that Senator Orji Uzor voted against the electronic transmission of election results, an innovation introduced by INEC to reduce the rigging and manipulation of election results”.

He also said: “preparatory to the primary election that produced the Presidential candidate of political parties, the chief whip of the 9th Senate, Orji UzorKalu on camera displayed his loyalty to the Senate President; Dr. Ahmed Lawal. This was doneimmediately the APC party chairman, Adamumentioned that Ahmed Lawal was the consensus candidate. Kalu said that he would prefer to be a servant in the Aso Rock Villa, sweeping and serving Ahmed Lawal than exist as other Nigerians outside the Villa.

“For us as Igbos, we believe that such a statement from a man who is representing the good people of Abia North Senatorial district, doubling as the chief whip of the 9th Senate, Federal Republic of Nigeria is derogatory and demeaning to his constituents, people of Igbo extraction and Nigerian citizens in general. Mr. Kalu has not only subjected himself to ridicule but has reduced his constituents to mere servants.

“Now, Nigerians who stood up and spoke vehemently against the Christian/Christian or Muslim/Muslim ticket opined that for peaceful coexistence of all Nigerian citizens, for equity and fairness as contained in the Federal Character, 1999 constitution as amended, it is an aberration for any political party to field two persons of same faith as Presidential and Vice Presidential candidate respectively, as this is not consistent with fair representation and therefore could impair on national unity and peace”.

The Coalition wondered while the emergence of Bola Ahmed Tinubu as the candidate of the APC and his decision to field Kashim Shetima as a running mate against wide condemnation and public outcry against a muslim/muslim ticket brought in yet another utterance from Mr. Kalu.

“On National television, Orji Uzor was seen saying that even if his position would be against that of his bishop as a catholic and his people in Abia North, that he prefers the muslim/muslim ticket for his party to win the 2023 election and moreover, the wife of Tinubu (a pastor) would become the first lady who invariably for him, is like a deputy President. In other words, Sen. Kalu’s position is that Christians would be represented even when the office of the first lady is not recognized by the constitution of federal republic of Nigeria.

“Now, Senator Kalu is from Abia North of Abia state where 100% of his constituents are Christians. Our firm belief is that the essence of representing a people is essentially to speak the mind of your constituents. But nay, Orji Uzor Kalu consistently without recourse to the yearnings and aspirations of his people, has demonstrated that his personal interest supersedes that of the people who voted him to power. Moreover, the manner at which Kalu switched loyalty, the somersault from Senator Ahmed Lawal to Bola Ahmed Tinubu brings to bare the integrity of Orji Uzor to question. The speed at which Kalu started singing praises for Tinubu against his earlier servant disposition for Lawal brings to conclusion, the man Orji Uzor as a man of double standard”.

He reminded the Senator that Abia state farmers and residents have witnessed an alarming rate of killings in recent times perpetrated by Fulani herders. The Prelate of the Methodist Church was even kidnapped and a ransom of one hundred million naira paid to secure his release. The victim stated clearly that the men who kidnaped him were Fulanis.

The rest of the text of the address reads:

“Now, Orji Uzor Kalu has also laid claims to be the one who brought in the infamous RUGA to Abia state while holding sway as Governor of the state. This claim by Mr. Kalu is obviously to seek favour and be loved by some persons other than his own constituents who are killed on a daily basis, women are raped in farms, men, women, old, young, children are killed and decapitated in farms and homes, people are kidnapped here and there in Abia state, yet Kalu does not give a bulge. He doesn’t care, so long as the situation benefits him.

“Ironically, this same man, a calamity to the people of Abia – North, a disgrace to Christian Dom, a sell-out and selfish man is seeking a re-election to the Nigerian Senate…God Forbid! We reject such Calamity to befall us again.

“Orji Uzor Kalu (……) a man alleged to have peculated the treasury of Abia state, bringing the state to its knees and responsible for the state’s current economic, financial and security woes that has befallen Abia state is currently standing a re- trial of 7.1 Billion Naira theft. Whether he likes it or not; the 7.1 Billion Naira theft is still hanging round his neck”.

Second Hainan Expo reveals increasingly stronger appeal of Chinese market

The second China International Consumer Products Expo, also known as the Hainan Expo, recently concluded in Haikou, in south China’s Hainan province.

The six-day event received more than 280,000 visits, and increasedexhibition spaceovernearly 20 percent from the previous session. More than 2,800 brands from over 60 countries and regions participated in the event. Over 600 new products were released at the 177 launch events held during the expo.

The Hainan Expo, by expanding new space of open cooperation, has further energized global recovery.

China’s imports and exports bucked the trend in the first half of this year, with the foreign trade of goods jumping 9.4 percent year on year.

China firmly promotes higher-level opening up and is committed to trade and investment liberalization and facilitation. The hosting of the Hainan Expo bore special significance as global recovery and trade growth remained sluggish.

China’s hosting of the expo, which focused on consumer goods, would have a positive impact on boosting consumption, promoting trade and improving the economy, said Zhang Xiangchen, deputy director-general of the WTO.

He called the expo and the construction of the Hainan free trade port an important measure for China to comprehensively deepen reform, promote higher-level opening up, drive high-quality economic development and promote global trade and economic cooperation.

China has provided a huge market for global enterprises, said PamelaCoke-Hamilton, executive director of the International Trade Center (ITC), a joint agency of the WTO and the UN.

The ITC has established cooperation with the China International Import Expo to help micro- and small-sized enterprises from developing countries seek business opportunities, she said, adding that the WTO-UN joint agency hopes to explore more possibilities of cooperation with the Hainan Expo.

Hainan is working to build a free trade port with Chinese characteristics and global influence. The Hainan Expo demonstrated China’s efforts to give play to the advantages brought by the Hainan free-trade port in comprehensively deepening reforms and putting up the highest-level opening-up policies on a trial basis, and contributed to deepening bilateral, multilateral and regional cooperation.

MatthewMargulies, senior vice president of China operations for the U.S.-China Business Council, believes that the construction of the Hainan free trade port has attracted a number of enterprises and huge human resources. He stated that the Hainan free trade port will provide unparalleled development opportunities for global enterprises.

China, firmly implementing a strategy of expanding domestic demand, gives play to consumption in leading the economic cycle. It has become the world’s second largest consumption market, with expanding consumption and a constant upgrading of its consumption structure.

Compared with the previous year, the Japanese pavilion became bigger and the number of Japanese exhibitors doubled, said Shimizu Kenji, director-general of Japan External Trade Organization (JETRO) Guangzhou. He added that Japanese enterprises took the Hainan Expo as an opportunity to seek growth.

The three major brands under Tapestry, Inc., an American multinational luxury fashion holding company, launched a number of products at the Hainan Expo. They livestreamed the launch events to present their products to more consumers.

Yang Baoyan, President of Tapestry Asia Pacific, told People’s Daily that the company enjoyed robust momentum in China over recent yearsand announced to set up its China travel retail headquarters in Hainan in April this year.

Honson To, Chairman of KPMG Asia Pacific and KMPG China, said the Hainan Expo has become a bridge matching global products and services and demonstrated the strong appeal of the super large Chinese market. He added that exhibition of premium products from across the world has established a platform for multi-country cooperation.

Many reports have noted China’s green consumption trend. A report by the China Institute for Reform and Development said the general trend of China’s consumption restructuring remains unchanged, and green consumption has been highlighted as a new type of consumption.

Another report by Ernst & Young indicated that Chinese consumers showed the strongest awareness for sustainable development among all respondents from 24 countries.
