Virtual power plants make energy use greener

In recent years, China’s power load has continued to grow, and extreme weathers have become more frequent, making it more difficult to ensure power supply during peak periods.

In response to the continuous growth in power load and other challenges, many regions in China are actively promoting the construction of virtual power plants to strengthen power supply during peak periods.

With no towering chimneys or plant buildings, and consuming no coal or other fuels, virtual power plants are invisible and intangible, yet possess some of the attributes of physical power plants, such as peak shaving and frequency regulation services.

Yang Kun, Executive President of the China Electricity Council, introduced that a virtual power plant is a smart energy system that aggregates distributed energy sources, power users, energy storage, and electric vehicles. Through coordinated optimization and control, it not only meets the energy demands of users, but also participates in the operation of power system and electricity market transactions.

At 20:00 on July 24, peak load approached in Hefei, capital of east China’s Anhui province. Chen Lu, who works for the State Grid Hefei Power Supply Company’s Power Dispatch and Control Center, issued instructions of load adjustment to 25 electric vehicle battery swapping stations of an auto manufacturer through a virtual power plant. In just one minute, the power grid saw its load reduce by 13,000 kilowatts, equivalent to the electricity load of over 2,000 households.

“After receiving the instructions, the battery swapping stations experienced a decrease in their average power output, which led to a slight increase of approximately 5 minutes in the charging time for each battery. However, this didn’t affect the time it would take for car owners to swap their batteries at these stations,” said an executive of the auto manufacturer.

Companies joining peak shaving services can receive certain benefits. So far, Hefei’s virtual power plants have been connected to various types of loads, including photovoltaic power stations, electric vehicle charging and swapping stations, energy storage stations, and air conditioning systems of buildings, with a total capacity exceeding 240,000 kilowatts.

In recent years, China has generally experienced an ample power supply but tightness during peak periods, which not always lasted long. Studies showed that for most provinces, the total duration when the power load exceeds 95 percent of the maximum load is only dozens of hours each year.

According to calculations, it could take several hundred billion yuan to build power plants and supporting grids in an attempt to ensure power supply in peak periods, but an alternative approach using virtual power plants could significantly reduce the cost to only 10 percent to 20 percent of what would be required for traditional power plants, said Sun Siyang, a researcher with the Energy Development Research Institute, China Southern Power Grid.

He believes that virtual power plants not only help gather decentralized demand-side resources, which eases supply-demand contradictions, but also save investment in traditional power plants and grids, allowing participating users to obtain certain incentives.

Apart from tapping into the potential of power load on the demand side, virtual power plants also improve the utilization efficiency of new energy from the supply side.

In Quzhou, east China’s Zhejiang province, photovoltaic power generation accounts for over 40 percent of the province’s total installed capacity. However, the reliance of photovoltaic power generation on weather conditions once posed a challenge to the stable operation of the power grid.

Recently, a “hydro-photovoltaic-storage” intelligent and flexible system was launched in the city, with over 300 hydropower stations, photovoltaic power stations and energy storage stations connected to a large virtual power plant. When there is excess power generated by photovoltaic systems, it is stored for later use. Conversely, when the capacity of photovoltaic power generation is insufficient, the stored power is utilized to fill the gap.

“In the past, dispatchers could only passively adjust resources after load fluctuations occurred based on their experience. Now through virtual power plants and technologies like big data and artificial intelligence, they can control hydropower, photovoltaic power and energy storage in an integrated manner, so as to predict and generate dispatching strategies in advance, preparing before problems arise,” said Wu Chang, who is in charge of grid operation models at State Grid Quzhou Power Supply Company.

At present, China is accelerating the development of new energy. By the first half of this year, the installed capacities of wind power and photovoltaic power reached 389 million kilowatts and 470 million kilowatts, accounting for about 32 percent of China’s total installed capacity.

As the proportion of new energy continues to increase, its intermittency, randomness, and volatility make grid regulation more difficult, and the balancing and security issues of the power system become more prominent.

Distributed photovoltaics developed rapidly, accounting for more than half of the newly installed photovoltaic capacity in the first half of the year, said Sun, adding these distributed new energy sources have been directly integrated into the distribution network, and when the scale reaches a certain level, they will pose certain challenges to the safe and stable operation of the grid.

He noted virtual power plants can help the grid absorb more fluctuating new energy sources, thereby enhancing the real-time balancing and security of power supply of the power system, and promoting green energy use.

Once loyal partners, Governor Godwin Obaseki and his deputy, Rt Hon Comrade Philip Shaibu, are now political enemies as the governor have resisted all efforts to settle the rift between them and has vowed to ensure the relocation of Shaibu’s office out of the Edo Government House.

The genesis of the crisis many believe is connected to the 2024 gubernatorial election in the state as Comrade Shaibu is said to be interested in running for governor, but Godwin Obaseki has insisted that he must get his blessings first before his ambition can be approved.

On September 3, 2023, the governor had ordered that Shaibu’s office should be relocated out of the Government House. This move was seen as a sign of the deteriorating relationship between the governor and his deputy despite all peace efforts by various stakeholders.

Katsina Police Dismiss Viral Palliative Diversion Video as Misleading

Katsina State Police have called on the public to disregard a viral video circulating on social media alleging the misappropriation of palliatives by police officers. In an official statement by the Police Public Relations Officer in Katsina, ASP Aliyu Abubakar-Sadiq, they described the video as not only misleading but also aimed at tarnishing the police’s reputable image.

Following a thorough investigation, it was determined that the bags of rice shown in the video, loaded in a police vehicle, were actually intercepted and recovered from unscrupulous individuals. These individuals had fraudulently obtained more palliatives than their allotted share, and the police promptly returned the excess to the distribution center.

The police emphasized that the video misrepresented the facts and attempted to exploit the commendable efforts of the officers assigned to provide support, security, and ensure the smooth execution of the distribution event.

The law enforcement agency assured the public that the accusations made in the video were entirely misleading. They acknowledged the concerns raised by the public due to the video and encouraged everyone to exercise caution and critical thinking when engaging with online content.

The police highlighted the dangers of sharing unverified information, stressing that it contributes to misinformation, which, in turn, harms the reputation of officers responsible for upholding law, order, and community well-being. They called for unity in combating the spread of misinformation and reaffirmed their commitment to serving the state with honesty and integrity.

Akpabio, Barau Senate Presidency Best Option Says, CSO

Following widespread rumour peddled over the weekend insinuating that there are plans to impeach Senator Godswill Akpabio, the President of the 10th Senate, Rising-Up for a United Nigeria (RUN), the umbrella body of all youth groups and middle-aged citizens in Nigeria has come forward to assure Nigerians that the Senate President and his Deputy are the best thing that has happened to Nigeria’s democracy in recent times.

Addressing journalists at a Press Conference in Abuja, the Convener of the group, Ambassador Solomon Adodo, described the Senate under Akpabio and Barau as truly stable and convenient for legislative and executive oversight.

The statement read in part, “the leadership of the 10th Senate with Senators Godswill Akpabio and Jibrin Barau represents a watershed in the history of Nigeria’s legislative journey. Their synergy with the executives as well as experience with lawmaking and governance towards making Nigeria a great country should not be viewed with suspicions but applauded”.

The group described those calling the Senate President a rubber stamp to the executives as jealous and ignorant politicians who are not happy with the cordial relationship between President
Bola Ahmed Tinubu and the leadership of the Senate, insisting that they must not be fighting to prove to Nigerians that there is separation of powers.

“Let us state categorically that the Senate President and his Deputy are not rubber stamps. The legislature must not be at cross-purpose with the executive. They must not be fighting the Executive to portray separation of powers. The fact that the legislature and the executive are getting along very well is an indication that the President knows what he is doing and has been faithfully following the constitution of the Federal Republic of Nigeria,” the statement added.

The group described President Tinubu, as a very experienced democrat who understands perfectly the principle of separation of powers and will never jeopardise the autonomy of the Senate under any circumstances, talk more of the current situation where Nigerians are all proud of his policies and leadership direction.

According to the statement “those peddling such rumour about the interference of the executive with legislative functions are enemies of President Bola Tinubu who were defeated during the election of principal officers of the Senate and are simply aggrieved at the cordial relationship he enjoys with the Senate seeing that their sinister plot to hold the nation by the jugular and frustrate Mr. President failed woefully. Senator Godswill Akpabio has therefore done nothing wrong by giving maximum support to the President within the ambits of the law”, the statement added.

The rights group further extolled the virtues of Senator Barau Jibin whose bravely and legislative prowess has brought calm to the troubled sections of the North, adding that, as a dogged political heavyweight, “there is no way Senator Barau Jibrin would have remained silent if Senator Akpabio was going in the wrong direction without correcting him as a true patriot”.

RUN concluded by urging those plotting to take over the leadership of the Senate and the country at large in 2027 to partner with the President “towards building a country based on the renewed hope agenda, rather than being clogs in the wheel of progress to his administration and the high expectations Nigerians have of this administration”

Xinjiang takes measures to strengthen sustainable use of water resources

Water is the lifeline of economic and social development. It is a fundamental natural resource and economic resource of strategic importance.

For a long time, Xinjiang Uygur autonomous region in northwest China has faced the problem of uneven spatial and temporal distribution of water resources, which led to a prominent structural water shortage.

In recent years, Xinjiang has been working to improve the management of water resources, shifting from a less efficient and unorganized approach to a more refined and science-based one. A unified, efficient, and systematic water resources management system has been formed.

As a result of the efficient allocation and rational use of water resources, Xinjiang has seen continuous improvements in its ecological environment with increasing momentum for high-quality economic and social development. People in the autonomous region now feel more content, joyful and secure.

On March 15, 2021, the Daheyan Reservoir in the northern mountainous area of Daheyan township, Turpan of Xinjiang, officially started supplying water to the downstream areas. The reservoir was built to store excess water in winter and summer and provide water to downstream areas during spring and winter irrigation periods. As a result, the rate of reliable irrigation water supply has increased from 75 percent to 90 percent.

The Hongliuhe horticultural farm is situated downstream of the Daheyan Reservoir. Local fruit farmer Li Xianshui told People’s Daily that in the past, farmers struggled during the grape flowering period in May due to high water demand, which often led to inadequate irrigation. During the peak water flow period in July and August, farmers were unable to make use of the water for irrigation, and could only watch it flow away.

However, things have changed now. Whenever the agricultural water demand reaches its peak, farmers simply need to submit their water usage plans in advance, and the reservoir would provide ample irrigation water.

This has led to a significant improvement in grape production, with yields exceeding 3 tons per mu, or about 667 square meters.

As of the end of 2022, there were a total of 671 reservoirs in Xinjiang, with a total storage capacity exceeding 12.13 billion cubic meters. These reservoirs have supplied a total of 54.27 billion cubic meters of water for agricultural use and 36.7 billion cubic meters for ecological replenishment.

This has successfully achieved the objectives of diversifying water diversion, increasing water supply, and enhancing water storage, and played a significant role in generating social, economic, and ecological benefits from water resources.

In the southern part of Korla, Bayingolin Mongolian autonomous prefecture of Xinjiang, there is a Dujuan River wetland park, which covers an area of 5,400 mu. It has planted over 10,000 trees and shrubs, as well as a large number of aquatic plants, serving as a “green lung” for the city.

To meet the substantial irrigation needs of this greening project, water is obtained from a wastewater treatment plant situated a few kilometers away. After undergoing rigorous treatment, the domestic sewage is purified to reach Class A standards.

The treated water is then channeled to the wetland park, ensuring a consistent daily supply of 30,000 to 50,000 cubic meters. This saves approximately 9 million to 15 million cubic meters of water each year.

“Currently, 22 percent of the city’s irrigation water for greening comes from reclaimed water, with an annual usage of 15 million cubic meters. This not only reduces the cost of urban greening but also conserves surface water and groundwater resources,” said Guo Wei, deputy director of the gardening and greening affairs center of Korla.

Bosten Lake in Bayingolin Mongolian autonomous prefecture’s Bohu county, the largest inland freshwater lake in China, once faced a series of challenges such as declining water levels, severe pollution, and biodiversity loss.

According to Liu Yi, an official with the local ecological department, significant measures have been taken to address these issues. A total of 29 direct or indirect sewage outlets into the lake have been permanently sealed off.

Since 2018, approximately 807 million cubic meters of water have been transferred from the Kaidu River in Bohu county to the Bosten Lake, promoting the great circulation of water bodies and water quality improvement in the lake.

Currently, the water level of Bosten Lake has risen by nearly 2 meters compared to its lowest point, reaching 1,047 meters, The overall water quality now meets Grade III in the country’s water quality system.

With the continuous improvement of the ecological environment, the variety and number of wild bird species in the Bosten Lake have been increasing. According to observations, there are hundreds of thousands of birds of 198 species passing through the lake during migration. The Bosten Lake is also the largest fishery production base in Xinjiang.

Thanks to the promotion and popularization of efficient water-saving agriculture, agricultural production in Xinjiang has made a new leap forward. This year, the total output of summer grain in Xinjiang reached 7.01 million tons, hitting a new historical high, and various fruits and nuts have achieved both quantity and quality improvement.

In Naomaohu township, Yiwu county, Xinjiang, there lies a vast Hami melon base. “All the melons this year have been sold, and the average income per mu is around 4,000 yuan ($549),” said Liang Juanying, a Hami melon grower who planted 290 mu of melons this year.

Liang attributed the increase in income from Hami melons to the adoption of advanced cultivation techniques, specifically the use of under-mulch drip irrigation.

In 2001, Naomaohu township promoted the cultivation technique of under-mulch drip irrigation in the base. Today, the irrigation in the base can be controlled on a mobile application, which reduces the overall water cost by 30 percent. This has not only achieved efficient utilization of water resources but also improved the quality of Hami melons.

Yuli county is a major cotton producer in Xinjiang. So far, efficient water-saving techniques have been implemented in over a million mu of cotton fields in the county. The average water saving per mu of cotton production has reached 100 cubic meters.

In a 3,000-mu cotton field managed by an agricultural tech firm in the county, over 100 soil sensors were seen autonomously irrigating and fertilizing based on soil moisture conditions.

According to Ai Haipeng, leader of the managing team of the cotton field, told People’s Daily that compared to surrounding traditional farms, the field reduced irrigation water consumption by 47.3 percent last year, while achieving an average yield increase from 300 kilograms per mu to more than 400 kilograms per mu.

U.S. attempts to sow discord in South China Sea destined to be futile

At the recent East Asia Summit (EAS), the United States once again stirred up trouble over the South China Sea issue, attempting to sow discord between relevant countries and China.

The United States has repeatedly disregarded the will of regional countries and tried to incite conflicts in the South China Sea, which further exposes the true intention of its so-called “Indo-Pacific strategy” to create divisions and confrontations in the region.

At the EAS, the United States once again pulled its old tricks, emphasizing the need to uphold “freedom of navigation and overflight” in the South China Sea and bringing up the so-called South China Sea arbitration.

The notion of “freedom of navigation and overflight” in the South China Sea is fundamentally a false proposition. The U.S. side has never provided any evidence to demonstrate which ship or aircraft from which country has encountered problems while navigating or flying over the South China Sea. It is the United States that, under the pretext of safeguarding “freedom of navigation and overflight,” flexes its military muscles and militarizes the South China Sea, posing a real threat to peace and stability in the region.

The so-called South China Sea arbitration seriously violates international law, including the United Nations Convention on the Law of the Sea (UNCLOS), and is illegal and invalid. China does not accept or recognize this ruling and rejects any claims or actions based on it, which is a legitimate measure to uphold the authority and integrity of UNCLOS.

The fact that the United States repeatedly brings up UNCLOS while refusing to join it itself reveals the country’s hypocrisy. The United States is the instigator and behind-the-scenes manipulator of the so-called South China Sea arbitration, and its repeated speculation and exploitation of this illegal ruling fully demonstrate its intention to politicize, instrumentalize, and weaponize international law.

Over the years, with the joint efforts of China and ASEAN countries, the situation in the South China Sea has achieved overall stability, providing a favorable environment for respective development of regional countries.

China adheres to the path of peaceful development and, as a signatory to the UNCLOS, has always worked together with ASEAN countries to handle the South China Sea issue properly based on mutual respect, in accordance with international law, including the UNCLOS, and in light of the actual situations in the region.

Currently, China and ASEAN countries are actively implementing the Declaration on the Conduct of Parties in the South China Sea (DOC) and promoting consultations on the DOC.

The United States, as a non-regional country, has been deliberately stirring up trouble in the South China Sea, seeking to sow discord between regional countries and China, and disrupting China’s and ASEAN countries’ efforts to maintain peace and stability in the South China Sea, in order to serve its strategic attempt to contain and suppress China.

The U.S. actions violate the basic norms of international relations, go against the will of the people in the region, and run counter to the trend of cooperation. They are doomed to fail.

At the EAS, the United States deliberately deviated from the theme of the meeting, disrupted the atmosphere of cooperation, and of course received no support. Earlier, the United States claimed in a high-profile manner that the U.S. and Indonesian defense ministers issued a joint statement criticizing China’s claims in the South China Sea, but Indonesia soon exposed the U.S. lies, stating that the U.S. announcement was inconsistent with the facts. Similar situations have occurred before. It fully demonstrated that the diplomatic lies and instigation of the United States will only bring disgrace upon the country itself.

The United States has repeatedly hyped the South China Sea issue, attempting to create divisions and coerce regional countries into taking sides. However, regional countries are well aware of its intentions and generally do not want to become pawns on the U.S. hegemonic chessboard.

Indonesian President Joko Widodo stated that ASEAN cannot be a proxy for any country and should not be involved in great power competition. ASEAN is committed to strengthening unity and cohesion, he said.

Singapore’s Deputy Prime Minister Heng Swee Keat also pointed out that ASEAN member states do not want to take sides between China and the United States. There will be limited support for any efforts to restrict the growth of a certain country or to reduce the presence of another in the region, because nobody wants to see a new Cold War, he remarked.

The United States should seriously listen to the voices of regional countries and fully understand that any attempt to maintain hegemonic interests through creating divisions and confrontations has no market in the Asia-Pacific region.

During the EAS, the majority of countries advocated for strengthening cooperation through constructive dialogue and friendly negotiations, aiming to create a center of regional growth.

The United States, on the other hand, aggressively intervened in the South China Sea issue, sowing discord among regional countries and disrupting the regional order.

Regional countries remain highly vigilant against the dangerous intentions of the United States and generally hope to maintain the dominant role in safeguarding peace and stability in the South China Sea, and jointly uphold regional peace, development and cooperation.

The United States’ attempts to sow discord through diplomatic means are destined to be futile.

This is extremely regrettable as my intentions were sincere and aligned with my consistent advocacy for the welfare of Nigerian women and the pursuit of justice. I stand for all Nigerian women and I stand for justice; and it is my hope that we can work together to actualize the dream of a country where women’s rights are respected and protected, and where our daughters feel safe in our institutions of learning.”

It would be recalled that during a recent appearance on AIT, the Honourable Minister was unequivocal in her condemnation of sexual harassment and related offences. She also expressed deep concern over the escalating cases of sexual harassment across campuses and emphasized the need for decisive action, assuring that her Ministry would actively seek justice for victims of sexual harassment.

We have observed that after four years and three years in office governor Abdullahi Sule was yet to commission a single remarkable project in the state ratherin all the years the governor has not seen the need to set an agenda for his administration.

It is disturbing that the APC governor in Nasarawa is only hiding on the guise of collaborating with the former governor of River State who has just been appointed FCT minister to discuss infrasctural development and security between Nasarawa and the FCT when even his homestead is the headquarters of kidnappers many whom have been carrying out their mission ìn the FCT.

We strongly advise Mr. Wike to enquire from Gov. Sule, why are all the terrorist haranguing the Federal Capital based in Nasarawa? Wike should further note that the Crises is Benue is mainly at the border with Nasarawa as well as those from Taraba, Plateau, Kogi, and South of Kaduna, among others. Of late, even gun runners arrested in Enugu and Zamfara state claimed to have taken off from Lafia, the State Capital.

Under Sule, an APC sitting state chairman, Mr. Philip Tatari was killed in the metropolis, and nothing happened. A former federal commissioner National population commission, Alh. Zakari Umaru himself, a classmate and close door neighbour in Gudi of Governor Sule, was murdered in his house after struggling for four hours. This is just a part of the litany of several others, including emirs, chiefs, farmers, and civilians, have been killed or kidnapped. Prof Onje Gye wado, former Deputy Governor, was kidnapped whole former minister of information Labaran Maku was attacked twice. Sadly and only recently, two army generals were kidnapped. It is worthy to note that all the hills in Nasarawa state are currently occupied by fundamentalist terrorists and persons of Fulani or foreign descent. There is a substantial number of terror groups from all over West Africa camped in Nasarawa, and they are terrorising everywhere up to Northern Anambra and Enugu states.

We believe that a conscious commitment to governance by Gov. Sule will reduce or eliminate these security challenges as it is the Non performance and insecurity that led to the rejection of Gov. Sule in the last election.

Therefore, we call on the Federal Government to closely look into the competence of the present state government to handle the affairs of the state with a view to providing additional support noting that the Army operates a brigade in Doma and a mobile police training centre located in one of the most vulnerable areas of the state.

We want to use this ample opportunity once again to draw the attention of the Nasarawa state governor to the fact that the time for politics was over, as such the governor should not use the time meant to develop the state to drag Mr president, Ahmed Tinubu and FCT Nyisom Wike into the politics of the state.

The People’s Democratic Party (PDP) in Nasarawa state hereby call on the well meaning citizens of the state and other Nigerians including the president, Minister Nyisom Wike to kindly assist the the state by drawing the attention of the governor to concern himself with the development of the state rather than canvassing for support and seeking help everywhere to influence the tribunal to give judgement in his favour.

According to the statement, when did Nyesom Wike suddenly become the ally of governor Abdullahi Sule, whom we reliably gathered, is seeking support under the guise of collaborating with the minister to obtain favour from the tribunal.

Who are known for their stand on fairness and justice to prevail on the tribunal to resist any form of temptation to stand for justice, fair play in their assigned responsibility bestored on them by president Ahmed Bola Tinibu in Nasarawa state.
