Following an intensive data acquisition and algorithmic calibration phase, these synthetic anchors now execute live news delivery with operational reliability, enabling human counterparts to temporarily step down during peak leave periods without disrupting output—a milestone in automated broadcast logistics.

Liu Yuchen, an anchor at Hangzhou News Broadcast, disclosed that her digital simulacrum “Xiaoyu” employs DeepSeek-V3 architecture, endowing it with multimodal capacities spanning natural language processing, teleprompter narration, and automated editorial functions including script vetting and source aggregation.

How China’s legislature weaves public voices into law

As China convenes its annual “two sessions”- the gatherings of the National People’s Congress (NPC) and the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), the country’s legislative process has once again come under the spotlight.

In China’s legislative system, the NPC and its Standing Committee serve not only as the lawmakers but also as conduits for public sentiment. But how are these voices channeled into the heart of law-making?

The answer is found in a meticulously designedinstitutional framework that ensures public sentiment is woven into every stage of the law-making process.

Proposing legislation

During the second session of the 14th NPC in 2024, deputies submitted 298 motions, with 292 directly addressing legislative issues ranging from the formulation and revision of laws to theirrepeal and interpretation.

When formulating its legislative plan, the NPC Standing Committee carefully reviews deputies’ motions and suggestions alongside expert analysis and public feedback.Since NPC deputies come from all walks of life, this process allows public voices to directly contribute to the legislative process.

Drafting law

Many might be surprised to learn that even high school students’ recommendations can influence Chinese national legislation. A 2020 proposal from teenagersat the High School Affiliated to East China University of Political Science and Law was relayed through a local legislative outreach office. It later appeared in revisions to China’s Minor Protection Law.

Such outreach offices was first launched in 2015. Since then, over 90 percent of laws drafted or amended by the NPC and its Standing Committeehave incorporated feedback from these offices, which collect opinions from businesses, villages, and schools. Officials describe them as “direct hotlines” for democracy.

The process was tested during the drafting of China’sCivil Code, a landmark law enacted in 2020. Over 425,000 people made 1.02 million recommendations online.The final text added the “Personality Rights” section – a win for advocates who emphasized the need for enhanced protection of personal information, privacy, and reputation in the digital age.

Adopting law

Draft legislation generallyundergoes several rounds of scrutiny by the NPC Standing Committee, and in some cases, is also examined during an NPC session.

Even technical provisions can ignite fierce discussions. In 2015, for instance, deputies clashed over a single sentence in draft revisions to China’sLegislation Law, as they discovered that the third reading had removed the clause requiring tax rates to be established by law.

Why did this detail matter?

Some deputies argued that tax rates are an essential element of taxation – without a statutory mandate, the principle of statutory taxation would be compromised. In response, the NPC’s specialized committees meticulously examined each suggested revision and ultimately restored the provision mandating that tax rates be set by law.

The Legislation Law, which governs how laws are made, stipulates that legislation shall uphold and develop whole-process people’s democracy, respect and protect human rights, and safeguard and promote social fairness and justice.

From the initial proposalof a legislative project to the drafting and deliberation of bills, the input of public voices is actively sought and integrated – a clear demonstration of whole-process people’s democracy.

International observers have largely interpreted the move as reinforcing China’s commitment to institutional opening-up, with analysts noting its alignment with global investors’ calls for predictable regulatory frameworks.

Opening up is a fundamental national policy of China and a defining feature of Chinese modernization. It profoundly enriches the path and unlocks new frontiers of Chinese modernization.

This trajectory builds on four decades of calibrated openness – from the experimental zones of the 1980s to today’s network of 21 pilot free trade zones and cross-continental BRI corridors. In a statement signed on Saturday, Amarachi Okeke, Convener and Executive Director of WILN, emphasized that this year’s theme, “Accelerate Action,” is a direct call to dismantle barriers and create real pathways for women’s empowerment across all sectors.

“As women, we deserve more than words and empty promises. We need policies and actions that ensure equal access, representation, and inclusion,” she stated.

WILN stressing that investment in women is a strategic necessity, highlighting the direct correlation between gender equality and economic prosperity, called on policymakers, corporate leaders, and institutions to prioritize equal representation in leadership and decision-making positions, increased funding for women-led businesses and initiatives, strong legal frameworks to protect women’s rights and eliminate workplace discrimination, and access to quality education and skills development programs for young girls.

Disregard Natasha’s harassment allegation against Akpabio, media trial, says BAVCCA

The Bloggers and Vloggers, Content Creators Association of Nigeria (BAVCCA), along with more than 400 digital creators nationwide, has denounced what they describe as a “media trial” of Senate President Godswill Akpabio following sexual harassment allegations made by Senator Natasha Akpoti-Uduaghan.

During a press briefing in Abuja on Wednesday, BAVCCA’s National Spokesperson, Tabuko Kennedy, raised concerns about the increasing tendency of public discourse to pass judgment on sensitive issues without waiting for legal proceedings.

He stated: “We, the Bloggers and Vloggers, Content Creators Association in Nigeria (BAVCCA), alongside over 400 content creators, have been following with keen interest the recent sexual harassment allegations leveled against the President of the Senate, His Excellency, Senator Godswill Akpabio, by Senator Natasha Akpoti-Uduaghan.

“The BAVCCA is deeply concerned about the growing trend of media sensationalism and trial by public opinion on sensitive issues without proper legal backing. While we uphold the importance of media freedom, truth, and accountability, we reject the use of unverified accusations to tarnish reputations without legal processes being duly followed.”

Kennedy urged journalists and content creators to exercise caution in their reporting, noting that this is not the first time Akpoti-Uduaghan has made similar allegations.

“This is not the first time Senator Natasha Akpoti-Uduaghan has made sexual harassment allegations against prominent figures without providing substantial evidence or taking appropriate legal action:

” Reno Omokri: In the past, she accused Reno Omokri of sexual misconduct. However, Omokri was able to prove beyond doubt that he was not even in the country at the time of the alleged incident. Despite this, the media space was flooded with the unverified allegations, and Omokri had to personally fight to clear his name.

” Governor Yahaya Bello: Senator Natasha also accused the former Kogi State Governor, Yahaya Bello, of sexual harassment, but she never proceeded to court to substantiate her claims or seek justice through legal means.

” Senate President Godswill Akpabio: Now, she has turned her attention to Senate President Akpabio, claiming that he sexually harassed her. However, instead of suing him directly to prove her claims, she has chosen to sue Akpabio’s aide for allegedly maligning her character in a press statement. This raises serious questions about her true motives and credibility,” he said.

The association harped on the need for ethical reporting, calling on bloggers to avoid sensationalism.

“As content creators committed to ethical and factual reporting, we refuse to be drawn into sensationalizing claims that lack legal backing. We pose the following questions to Senator Natasha Akpoti-Uduaghan:

“1) Why did you wait until your Senate seat was changed before raising these sexual harassment allegations? Is this a case of personal vendetta disguised as a fight for justice?

“2) Why would Senate President Akpabio, a sitting Senate President, allegedly harass you while your husband was walking behind you? Does this claim hold logical weight?

“3) If the alleged harassment happened in Akwa Ibom, why didn’t you raise an alarm immediately or report the matter when and where it supposedly happened? Why now?

“4) Why have you consistently refused to file a sexual harassment lawsuit against any of the men you accused but would rather concentrate on media trial of these men? So you would rather focus on defamation suits rather than sexual harassment suits?

“5) Why did you not raise your voice on the Senate floor or officially petition the Senate Ethics Committee regarding your allegations? Or better still report to the Nigerian Police, why did you take the issue straight to the media?

“6) Are you leveraging these allegations for political relevance or media attention rather than seeking true justice?

“7) Should public figures be subjected to media trials without legal due process? If you have evidence, why not follow the legal path to prove your case?” The group queried.

While saying as a stakeholders in the media and digital space it believes that sexual harassment is a serious issue that should never be trivialized, the association said it should also never be weaponized for personal or political gain.

” The Nigerian Senate is a dignified institution and should not be dragged into unnecessary controversy over personal grievances.
While we strongly support justice for all victims of harassment, we condemn the continuous media trials and the deliberate harassment of Senate President Akpabio. Accusations must be backed by credible evidence and pursued through the courts, not social media campaigns.

“We call on all bloggers, vloggers, and media houses to be responsible in reporting on this matter. Let us not allow unverified allegations to destroy reputations without concrete proof. As a professional media body, we refuse to be tools for smear campaigns, and we urge all Nigerians to demand facts over fiction.

“Senator Natasha Akpoti-Uduaghan must either take her claims to court and present concrete evidence or cease this relentless pattern of media accusations. The integrity of our democracy and public institutions must be protected from politically motivated distractions,” Kennedy added.

Coalition dismisses Natasha’s harassment allegation against Akpabio

The Coalition of Civil Society Organisations in Nigeria (COCSON) has described the sexual harassment allegation against the President of the Senate, Godswill Akpabio, by Senator Natasha Akpoti-Uduaghan as a calculated political attack aimed at removing Akpabio as Senate President.

Speaking at a world press conference on Wednesday in Abuja, Segun Okeowo, COCSON Director, described the allegations as a false sexual harassment allegation, adding that the allegation is nothing more than a politically motivated attack aimed at tarnishing Akpabio’s reputation and destabilizing the Senate leadership.

“This baseless accusation, orchestrated by Senator Natasha Akpoti-Uduaghan, is not an isolated incident but part of a broader scheme by anti-APC forces who see Akpabio’s cordial relationship with President Bola Ahmed Tinubu as a threat to their selfish ambitions.

“We are not surprised by this latest falsehood, as it follows a familiar script used by Senator Natasha Akpoti-Uduaghan in the past. She has previously made unsubstantiated claims of sexual harassment against prominent figures, including former Kogi State Governor Yahaya Bello and public affairs commentator Reno Omokri, none of which were proven to be true.

“This repeated pattern of using false sexual harassment claims for political gain and media attention is alarming. Her latest accusation against Senate President Godswill Akpabio is another desperate attempt to discredit a respected leader who has shown unwavering commitment to national stability and governance.

“We, the Coalition of Civil Society Organisations in Nigeria (COCSON), Tinubu/Shettima Support Movement (TSSM), and Nigerian Professionals in Diaspora (NPID), hereby declare our full and unwavering support for Senate President Godswill Akpabio.”

Also speaking, Alhaji Tijani Ali Danjuma, National Coordinator of TSSM, noted that the bodies firmly believe the accusation is a calculated political attack aimed at removing Senator Akpabio as Senate President because of his strong support for President Tinubu’s policies.

“Here are the key reasons why her claims lack credibility: Suspicious Timing of the Allegation: Why did she wait until after her Senate seat was reassigned before making this claim? If she truly experienced harassment, why didn’t she report it when it allegedly happened? Her sudden accusation is clearly a retaliatory move to punish Akpabio.

“Instead of pursuing a sexual harassment lawsuit, she chose to sue Akpabio’s aide over a press statement. This shows that her real objective is media attention, not justice.

“No Witnesses or Evidence: There are no eyewitness accounts, no security reports, and no CCTV footage to back her claims. In a highly secured environment like the Senate, such an incident could not have gone unnoticed.”
On his part, Dr. Obiora Okereke, President of NPID, called on the authorities to carry out a full-scale investigation into the false allegations made by Senator Akpoti-Uduaghan, maintaining that she must either provide concrete evidence or face legal consequences for defamation.

He said, “Nigerians reject this culture of media trials and character assassination. The media must also exercise caution and verify facts before amplifying baseless claims.”

Tesla’s first overseas Megafactory, a sprawling 200,000-square-meter facility in Shanghai’s Lin-gang Special Area, commenced operations on Feb. 11, 2025, marking a pivotal expansion of the U.S. automaker’s global energy-storage ambitions.

The site, equivalent in size to 30 standard football pitches, represents Tesla’s inaugural standalone Megapack production hub beyond American borders. With an initial annual output target of 10,000 units post-ramp-up, the factory underscores the firm’s strategic bet on China’s renewable energy sector.

Groundbreaking for the project occurred on May23, 2024, with mass production achieved within nine months of land acquisition and eight months of construction–a pace echoing the “Tesla speed” previously demonstrated by the Shanghai Gigafactory, which was erected in under a year in 2019.

Lu Yu, headof high-tech industry and innovation department at the Lin-gang Special Area Administration, hailed the venture as a “vote of confidence” in Shanghai’s governance. “This collaboration builds on our proven ability to synchronize corporate and governmental timelines,” Lu noted, emphasizing a streamlined approval process that inverted traditional workflows.

In 2024, China’s government departments addressed 8,783 suggestions from NPC deputies, accounting for 95.1 percent of all submissions, and 4,813 proposals from members of the National Committee of the CPPCC, representing 96.1 percent of total submissions.

More than 5,000 recommendations were formally adopted across ministries, resulting in the enactment of over 2,000 targeted policy measures. In a decisive response, China’s Ministry of Transport pledged to establish a robust regulatory framework encompassing 32 standards spanning technical certifications, service benchmarks, and inspection protocols. Many regions have introduced evaluation mechanisms for NPC deputies based on their attendance, constituent engagement, and the quality of their motions and suggestions. This year, the NPC will review the draft amendment to the Law on Deputies to the National People’s Congress and Local People’s Congresses at Various Levels, further defining their responsibilities and requiring regularly performancereports.

During the NPC, deputies will deliberate the report on the work of the government, and the work report of the NPC Standing Committee, the Supreme People’s Court, and Supreme People’s Procuratorate. They will also review the government’s annual budgets and national development plans.

These reports, which outline legislative, administrative, and judicial developments, as well as how government funds are allocated, undergo rigorous scrutiny before final approval, ensuring the smooth operation of state institutions.

Besides, NPC deputies and CPPCC members also engage in inspections, research projects, and law enforcement oversight, submit motions, suggestions, and proposals, engage in deliberations, make inquiries, take part in elections and voting, and attend biweekly consultative sessions.
